Southwest Division, Naval Facilities Engineering Command
(SOUTHWESTNAVFACENGCOM), Contracts Department, San Diego, California,
is hereby soliciting information for potential sources sought to
provide Facilities Maintenance and Utility Services for the Marine
Corps Base Camp Pendleton, in Camp Pendleton, California. A cost
comparison to determine the feasibility and economy of converting the
previously stated functional services performed by government personnel
to contract performance is simultaneously being done. A contract will
not be awarded unless the costs of contracting are lower than the costs
of continued Government performance by the lesser of a factor equal to
or greater than ten percent of the government's personnel costs or $10
million over the term of the contract. Government personnel adversely
affected by conversion of Government performed services to contract
have Right of First Refusal for jobs for which they are qualified. The
services to be performed include maintenance and repair of family
housing, buildings, structures, equipment systems and components
contained therein, operation and maintenance of heating systems and
equipment; air conditioning/cooling systems, refrigeration equipment,
automatic control systems, 400Hz power, and compressed air; battery
charger maintenance; ceremonial support; drawing and as-built
maintenance; facility control inspections; facility and equipment
history files maintenance; gauges, meters, and test equipment
calibration; grounding systems maintenance; lighting operation and
maintenance, to include, airfield and exterior facility; sign services;
storage tank maintenance; street, parking lot and curb maintenance;
swimming pool cleaning; chlorination and boiler operation; ventilation
and exhaust systems; storm drainage structure maintenance;
construction equipment operations; pest control; and locksmith
services. The contract performance period is anticipated to be one year
plus at least three one year option years. A performance-based
combination firmfixed price, indefinite quantity contract is
anticipated. The estimated magnitude of the requirement is greater than
$20 million. The standard industrial classification (SIC) code is 8744.
