This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6; as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quote number DACW01-00-T-0087 applies to this acquisition. This is an UNRESTRICTED acquisition (full and open competition). The line items are: 0001, Generator Air Cooler-Unit 1, quantity=1 each; 0002, Generator Air Cooler-Unit 2, quantity=1 each; 0003, Generator Air Cooler-Unit 3, quantity=1 each; 0004, Generator Air Cooler-Unit 4, quantity=1 each; and 0005, Generator Air Cooler -- Spare, NSA #4420-01-363-1643 (to be permanently installed). Design, manufacture and deliver 24 new replacement generator air coolers, (six coolers for each of four generators). Provide one spare air cooler with interchangeable right and left end water boxes. Provide in place baseline airflow andair pressure dorp tests on existing and new air coolers. The work also includes engineering and design activities including: drawings, calculation, documentation, inspections and tests specifically required to complete the work. EVALUATION FACTORS: (TO BE SUBMITTED WITH CONTRACTOR'S PROPOSAL): (1) THE CONTRACTOR SHALL SUBMIT REFERENCES OF PREVIOUS PROJECTS INDICATING THAT THE CONTRACTOR HAS A MINIMUM OF 5 YEARS EXPERIENCE IN THE DESIGN AND MANUFACTURE OF GENERATOR AIR COOLERS FOR INSTALLATION INTO HYDROELECTRIC GENERATORS OF 20 MW AND LARGER. (2) THE CONTRACTOR SHALL SUBMIT A TECHNICAL DRAWING(S) OF THE AIR COOLERS THAT SHALL INCLUDE, AS A MINIMUM: CONSTRUCTION AND DIMENSIONS OF EACH AIR COOLER; CONSTRUCTION, DIMENSIONS, QUANTITY, AND LOCATION OF EACH TUBE WITHIN EACH AIR COOLER; AND CONSTRUCTION AND DIMENSIONS OF EACH WATER BOX (BOTH WITH RIGHT-HANDED AND LEFT-HANDED ARRANGEMENT). (3) THE CONTRACTOR SHALL SUBMIT A COMPLETE DESIGN ANALYSIS IN COMPLIANCE WITH PARAGRAPH 2.1.2 OF SECTION 15000 OF THE ATTACHED GENERATOR AIR COOLER SPECIFICIATIONS. ALL RESPONSIBLE SOURCES MAY SUBMIT AN OFFER, WHICH SHALL BE CONSIDERED BY THE AGENCY. Shipment: Prior to shipment, each generator air cooler shall have the flanged water connections protected with plywood covers, all threaded water openings plugged, and each unit crated and/or otherwise protected against damage during shipment. The Government shall be notified when the coolers will be shipped and when the coolers will be delivered to the project. DELIVERY: Delivery of the coolers to the project shall be within 12 weeks of the approval of the shop drawings. Generator air coolers are to be shipped to: U. S. Army, Corps of Engineers, Jones Bluff Powerhouse, ATTN: Marty Chavers, 1170 County Road 15 South, Selma, Alabama 36703-9803.
