The Counterdrug Surveillance and Control System (CSCS) Program Office, ESC, Hanscom AFB, MA 01731-1625, is seeking potential sources qualified to design, develop, fabricate, integrate, install, and test a new Peace Panorama System Replacement (PPSR) at the Host Nation Command Center (HNCC) in Bogota, Colombia to replace an existing system. The Government requires a system that will provide integrated air situation processing and display capabilities in support of basic air surveillance functions to include search, beacon, and height data (if any). This data is to be delivered via Government-furnished communications links with Colombian civilian Air Traffic Control (ATC) radars and CSCS radars located in Colombia with modified CD-2, ASTERIX, ATCR-22M, and Bi-Sync formats. The CSCS radars include: AN/TPS-70 3-D and AN/TPS-43 radar with search and beacon data in a modified CD-2 format. Data formats of the ATC radars' outputs include ASTERIX, ATCR-22M, and Bi-Sync. The ATC radars include: Selenia (Alenia) ATC R-22M, SIR-M, and ATCR-33M and Thompson CSF-LP-23B, SSR-770, and LP-23B. The system will be designed for an initial capability to support 32 ports with an ease of growth to accommodate the addition of radars and radar-interface formats without requiring redesign or replacement of major subsystems. A significant effort will be required to provide an integrated communications access and control capability for the PPSR. Diverse Government-furnished ground-to-ground and Government-furnished ground-air-ground voice communications links, as well as voice connectivity within the system will be included in the integrated communications capability. The ground-to-ground links include voice communications between PPSR and CONUS locations through Defense Switching Network (DSN), voice communications between PPSR and Colombian military facilities through a Colombian DSN-equivalent, and voice and data communications between PPSR and civilian world through Colombian commercial telephone circuits. The ground-air-ground voice communications links include UHF and VHF radios, from multiple manufacturers, located at several remote sites throughout Colombia. The following areas need to be addressed by potential offerors in their qualification packages using commercial off-the-shelf (COTS)/non-developmental items (NDI) to the maximum extent possible: (a) Ability to assume, maintain, control, and execute Total System Performance Responsibility (TSPR); (b) Equipment to be installed by the contractor to include all assets necessary to provide host nation with processing and display capabilities in support of basic air surveillance functions as well as the equipment associated with the radio communications access and control capability; (c) Projected time to deliver a total system solution (hardware, software, integration, and familiarization) after receipt of order; (d) Elaborate on whether device hardware and associated software is in current production, under development, or modification to existing product in the field. If modification is required, describe in detail the level of effort and time to deliver the fully tested product to the Government; (e) Identify the areas of development for hardware and software where NDI cannot be used. (f) Operational Flexibility- Describe "front panel" diagnostics, user-selectable options, features, filters, etc.; (g) Include a budgetary Rough Order of Magnitude (ROM) for hardware, software tailoring, and system integration; (h) Operational Environments -- All equipment will be installed in the Colombian HNCC; (i) PPSR contractor will provide familiarization training; (j) Documentation will be required for O&M support; (k) Manning -- Contractor manning is required Bogota HNCC for O&M. Contractors that can satisfy part or all of PPSR requirements listed above should submit their qualification packages (limited to twenty (20) pages) to include all pertinent information deemed appropriate by the contractor.
