NASA/JSC plans to issue a Request for Quotation (RFQ) for (1) 10 Rack Modular Frames; (2) 10 Differential ECL (BNC) In -- Multimode Fiber (ST) Out converter boxes; (3) 10 Multimode Fiber In (ST) -- Differential ECL (BNC) Out converter boxes. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Lighthouse Digital Systems of Grass Valley, CA. These interface converters will be used to interface Space Station Ku-Band communications equipment and various test equipment in the ESTL together for testing. These boxes have been checked out and used in multiple facilities and have been approved for interfacing to flight hardware by the Space Station contractor. Evaluating another vendor would require significant expenditure of manhours to verify compatibility with the flight hardware. The ESTL is also using equivalent items currently and using the same source will minimize spare parts and will not require JSC to purhcase additional rack-mount frames and power supplies. These items will be purchased under the authority of FAR 6.302-1, 10 U.S.C. 2304 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 6, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
