This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being solicited and a written solicitation will not be issued. This requirement is being issued as Request For Quotation (RFQ) Number: DE-RQ65-00WC54847 which is issued on an unrestricted basis. An order will be issued under the Simplified Acquisition Procedures prescribed in FAR Part 13. This solicitation and incorporated provisions and clauses are those in effect through FAC 97-19. The applicable Standard Industrial Classification Code for this action is 3357 and the small business size standard is 1,000 employees. This is a Brand Name or Equal requirement, and we will evaluate "equal" products on the basis of information furnished by the offeror. CLIN 1: Optical Ground Wire (OPGW) with 48 Corning SMF-28 single mode fibers. The OPGW shall be constructed so that the optical fibers are completely enclosed in a metallic tube for mechanical and environmental protection of the fibers. The OPGW must meet (Brand Name or Equal) or exceed the requirements of Alcoa Fujikura Ltd. Cable Number GW4815. The OPGW is to be installed on a single circuit 115 kV transmission line with a ruling span of 700 feet and the longest deadended span of 1,418 feet. The maximum outside diameter shall be 0.646 inches. The maximum weight shall be less than 0.5 pounds per foot. The breaking strength shall not be less than 16,000 pounds.
