synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only RFQ; quotes are being requested and a written solicitation will
not be issued. RFQ No. 53SBNB060168 is issued as a Request for
Quotation (RFQ) under FAR Part 13, Simplified Acquisition Procedures.
The Standard Industrial Classification (SIC) Code for the RFQ is 3826
and the size standard is 500; however, this RFQ is not restricted to
small businesses. The RFQ and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-18. The
National Institute of Standards & Technology (NIST) intends to obtain
an elemental/organic carbon thermal optical reflectance analyzer,
including installation of the equipment and 2 days of training for 3
operators. The Contract Line Item Numbers (CLIN's) and their associated
quantities and units of issue are asfollows: CLIN 0001 (quantity: 1;
unit each): Elemental/organic carbon thermal optical reflectance
analyzer that meets the thermal optical reflectance method described in
"The DRI [Desert Research Institute] Thermal/Optical Reflectance Carbon
Analysis System: Description, Evaluation, and Application in the U.S.
Air Quality Studies" Atmospheric Environment, Vol. 27A, No. 8, pp.
1185-1201, 1993. All electrical components shall be approved and
labeled by UL or an approved third party listing agency. The Government
requires a standard commercial warranty for all parts and labor. CLIN
0002 (quantity: 1; unit: job): Installation of CLIN 0001. CLIN 0003
(quantity: 1; unit: job): Two-day (8 hours per day) training session
for 3 operators in the use of CLIN 0001; training location is the same
room where CLIN 0001 will be installed. Training shall begin the day
after successful installation has been completed for CLIN 0001; hours
for training shall be 9:00am to 5:30pm. Quotes for aforementioned three
CLIN's shall be firm-fixed-price per CLIN. The quote shall indicate the
time duration(s) for the standard parts and labor warranty for CLIN
0001. CLIN 0001 shall be delivered and installed within 90 days after
purchase order award. FAR 52.247-34, F.O.B. Destination (NOV 1991),
applies to CLIN 0001. Shipping destination and installation site for
CLIN 0001 is: National Institute of Standards and Technology, 100
Bureau Drive, Building 221 Room B46, Gaithersburg, MD, 20899. The
provision at FAR 52.212-1, Instructions to Offerors-Commercial Items,
applies to this acquisition. As stated in 52.212-1, quotes must include
a technical description of the items being offered in sufficient detail
to evaluate compliance with the requirements of the solicitation; this
may include product literature or other documents if necessary. The
Government will award a purchase order to the responsible quoter whose
technically acceptable quote for the aforementioned three CLIN's
represents the lowest price. Quotes shall contain all three CLIN's and
shall also include a copy of commercial price list(s) for CLIN's 0001,
0002 and 0003, if applicable. Quotes shall include a completed copy of
the provision at 52.212-3, Offeror Representations and Certifications.
Clause 52.212-4, Contract Terms and Conditions-Commercial Items,
applies to this acquisition. Clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition, including the
following clauses in subparagraph (b): 52.222-21, 52.222-26, 52.222-35,
52.222-36, 52.222-37, 52.225-3 Alternate I and 52.232-34. The following
clauses also apply to this acquisition: 52.233-3, Protest After Award
(AUG 1996). All of the aforementioned provisions and clauses may be
