The USDA Forest Service is planning to purchase a computer-based model to conclude analysis of the Service's Continuous Improvement Program (CIP) Pilot Program. The USDA Forest Service intends to negotiate on a SOLE-SOURCE basis with The Learning Organization Training Center, 287-2 N. Meyer Ave., Tucson, AZ 85701. This contractor, as a result of its participation in the design and conducting of the CIP pilot, is the only contractor with the required knowledge of the program and the pilot to develop the computer-based model. (FAR 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements.)
