Program Office (IPO) intends to negotiate on a sole source basis with
Stratus Consulting, Inc. to provide a corroborative study to undertake
a preliminary investigation of household demand for and benefits
derived from weather information through the development of
quantitative operational benefits models. The purpose of the
corroborative study is to quantify the improvement in weather data
environmental data records (EDRs), which will be gained as a
consequence of the proposed operational advancements in the sensor
payloads, surface observational technologies, and numerical modeling
and attendant use of supercomputers. Stratus Consulting, Inc. conducted
a pilot study in the Boulder/Denver Colorado region of household uses
and values of advanced weather products with the study findings
precipitating the need for additional corroboration to continue
developing a decision support tool (DST) directly relating EDR data to
the economics benefits of improved weather prediction. This is a
