Scrutchfield 816-926-7267 ext. 231 The U.S. Department of Commerce, NOAA intends to contract with the Center for Coastal Studies, Texas A&M University, Corpus Christi, Texas for the coordination of a research-oriented cruise to the Flower Garden Banks National Marine Sanctuary (FGBNMS), Bryan, Texas to investigate the use of underwater closed-circuit rebreather diving technology as it relates to achieving Sanctuary research and monitoring goals. This includes utilizing diving technology in depths ranging from 130 to 350 feet, which is beyond the depth range of normal safe SCUBA diving. Also, this includes the use of tri-mix diving (utilizing blends of nitrogen, oxygen and helium as breathing gas). The rebreather units that are being used for this project are being provided by Cis-Lunar, Inc.. The contractor for this work must have expertise both in deep diving technology and in utilizing diving for research purposed in coral reef areas. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, the Center for Coastal Studies, Texas A&M University Corpus Christi, under the authority of 41 USC 253(c)(1). This notice of intent is not a request for competitive proposals. Interested parties are encouraged to respond to this announcement within 15 days of its publication and shall submit in writing, it's name, address, point of contact, telephone number, business size and a brief statement regarding it's capability to provide the specified service and the names, telephone numbers, and points of contact for businesses or other Government agencies to which it has previously provided similar services. No response will be provided to those inquiries which fail to provide the information requested. This information shall be submitted to the address stated herein or may be faxed to 816-426-7530. A determination by the Government not to compete this proposed acquisition is solely within the discretion of the Government.
