Atmospheric Administration (NOAA) has a requires services to develop
and apply algorithms for deriving biologically weighted UV and total
column ozone levels in the Arctic environment. The available data for
this work consists primarily of data from Biospherical Instruments=92
GUV monitors. The GUV is a multi filter instrument for use in
monitoring UV radiation. Additional available data include satellite,
Brewer and Dobson data. Four independent tasks towards meeting this
goal have been identified: 1) Develop algorithms for estimating
biologically weighted UV levels based on GUV input; 2) Apply UV
algorithms throughout Alaska and the Arctic = to estimate biologically
weighted UV levels; 3) Develop algorithms for estimating total column
ozone based on GUV input; 4) Apply ozone algorithms throughout Alaska
and the Arctic. The UV and ozone algorithms are to be tested on
available data to prove their robustness to Arctic conditions.
Specifically, a variety of Albedo and sun angle issues should be tested
to identify the level of uncertainty in = applying these data to Alaska
and the Arctic. Skills required to perform these tasks include highly
developed skills in radiative transfer; thorough understanding of
available UV and ozone data; understanding of biologically relevant UV
and familiarity with issues which confound ozone and UV retrieval
algorithms. The four tasks are expected to be completed on a reasonable
schedule with the tasks ideally being completed within 18 months from
the award. Bi-monthly updates and = final reports will be due for each
of the four tasks. This announcement/solicitation is being issued
under the Simplified Acquisition Procedures, FAR Part 13 (NTE
$100,000.00) and is not a request for quotes. There is no bid package
available. The award decision will be based upon the best value to the
Government, with technical merit, past performance and availability
being significantly more important than price. Terms and Conditions and
