synopsis/solicitation for commercial service prepared in accordance
with FAR Subpart 12.6 as supplemented with additional information
included in this notice. The announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number 0011201925 is issued as a
Request for Quotation (RFQ), and incorporates provisions and clauses
that in effect through Federal Acquisition Circular 97-19. The standard
industrial classification code is 3661, with a small business standard
of 1,000 employees. This acquisition will be procured is a 100% small
business set-aside. Delivery is required on or about October 25, 2000
or within 30 days after award. Deliver is FOB destination to USDA,
ARS, ITS, 10300 Baltimore Ave, Bld.. 003 Rm. 316, Beltsville, MD 20705.
Quotations should be addressed to USDA, Purchasing, T.C. Mitchell,
10300 Baltimore Ave, Bld. 003 Rm 321, Beltsville, MD 20705. Written
questions or request only by fax to 301/504-0333 (must reference the
solicitation number) or mailed to the above address. Questions due no
later than September 8, 2000. The proposed contract will include the
following: Item 01, provide, install & program 4 Norstar Modular ICS
Fiber KSU's equipped with caller I.D. capability on all lines (must
provide the latest MICS software). These systems will replace 4
existing 8x24 Norstar KSU's. System #1 total # of lines to be
connected, 22, total # of sets to be connected 25, should be expandable
to total of 44 lines & 64 sets, System #2, total # of lines to be
connected, 40, total # of sets to be connected, 25, should be
expandable to total of 44 lines & 64 sets, System #3 total # of lines
to be connected, 48, total # of sets to be connected, 55, should be
expandable to total of 56 lines & 64 sets, System #4, total # lines to
be connected, 38, total # of sets to be connected, 44, should be
expandable to total of 44 lines & 64 sets. Item 02, Transfer existing
Norstar Voicemail FiberModule from 8x24 Norstar KSU to new Modular ICS
Fiber KSU. There is currently a Norstar Fiber Voicemail Module
attached to system #3, this voicemail module will be transferred to the
new Modular ICS that will replace the old system #3 8x24 KSU. The
contractor is to ensure the voice mail module is communicating with the
new Modular ICS. This work is to include the replacement of the KSU's,
software, the attached modules and any associated cabling only, no
telephone sets are to be replaced. All work is to be performed during
non-business hours after 6:00pm during the week or weekends and
completed within 30 days after the award. All programming associated
with the Voice Mail Module will be handled by the Government
Representative and all programming data will be provided to the vendor
by the Government Representative. All training associated with the new
KSU's will be provided by the Governments Representative. The
Government will award a contract resulting from this solicitation to
the responsive/responsible offeror whose offer conforms to the
solicitation and is most advantageous to the Government. Questions are
due in writing only by September 8, 2000 faxed to fax 301/504-0333.
Any interested qualified source who believes they can provide the
required items must respond by 3pm on or before September 20, 2000
closing date with your quote faxed to 301/504-0333 or mailed to the
address above. All such responses will be evaluated in order to
determine the ability to meet the above stated capabilities. The
following factors shall be used to evaluate offers; price, technical
capability, past performance. Technical capabilities and past
performance when combined are approximately equal to cost or price.
Responses shall include literature, brochures, and other such
information corresponding to the required items which demonstrate the
capabilities of the offerer's equipment. The following FAR clauses and
provisions apply: FAR 52.212-1, Instruction to Offerors-Commercial
Items; FAR 52.212-2, Evaluation-Award to a technical acceptable
offeror, at fair and reasonable price; 52-212-3, Offeror
Representations and Certifications-Commercial Items, and 52-212-4
Contract Terms and Conditions -- Commercial items. The following FAR
clauses in paragraph (b) of FAR 52-212-5, Contract Terms and Conditions
Required to Implement Statues or Executive Orders-Commercial Items,
will apply to the resultant contract: 52-222-26, 52-222-35, 52-222-36,
52.222-37. All offerors must include a completed copy of FAR 52.212-3
