Fleet and Industrial Supply Center (FISC) Jacksonville intends to issue
a solicitation under the requirements of Office of Management and
Budget (OMB) Circular No. A-76 for the hazardous material (HAZMAT)
operations for the Navy Southeast Region. The solicitation is part of
a government cost comparison to determine whether accomplishing the
services under contract or by government performance is more
economical. If government performance is determined to be more
economical, the solicitation will be canceled and no contract will be
awarded. The Navy Southeast Region HAZMAT operations is comprised of
geographically dispersed activities located in Fleet Concentration
Areas such as Naval Air Station (NAS), Jacksonville, FL; FISC
Jacksonville Detachment Mayport, FL; FISC Jacksonville Detachment
Corpus Christi, TX; FISC Jacksonville Detachment Kingsville, TX; and
FISC Jacksonville Detachment Charleston, SC that provide HAZMAT support
to a variety of Navy activities. The intent of the Navy HAZMAT program
is to provide customer support and minimization of hazardous waste
(HAZWASTE) and HAZMAT inventories. Services will include, but not be
limited to the following: manage HAZMAT, including purchase of material
after depletion of initial government provided stock and maintaining
stock levels; manage inventory; receive, store, issue and deliver
material; inspect material for Re-Use; inspect customer HAZMAT storage
lockers; update data HSMS/HICS; assemble HAZMAT kits and support
packages; operate a daily HAZWASTE Satellite Accumulation Area and
conduct inspections at HMCs; provide spill response and cleanup
services; conduct HAZCOM training; and support disaster preparedness
program and fire prevention/fire protection programs. Proposed
requirement will be for a period of one year and will include an option
provision to extend services four one-year periods. A firm fixed price
contract is anticipated. E-mail requests for a copy of the
