E-MAIL: Western Governors' Association, rhalvey@westgov.org. The WRAP Air Pollution Prevention (AP2) Forum has been charged with implementing the Commission's renewable energy recommendations. With regard to renewable energy, the GCVTC recommended that: "The goal of the states in the Transport Region should be to achieve annual additions in order that renewables will comprise 10% of the regional power needs by 2005 and 20% by 2015" (the 10/20 goals). In April 1999, the EPA issued its final regional haze regulations for the protection of visibility in 156 national parks and wilderness areas across the country. This final Regional Haze Rule requires each state to prepare a State Implementation Plan (SIP) and includes a separate section (Section 51.309) which allows western states participating in the GCVTC to implement a regional approach to reducing haze. As part of this regional approach, these states are required to include in their SIPs a variety of information addressing renewable energy production and consumption, as well as an outline of the programs and policies that each state will rely on to work towards meeting the GCVTC's 10/20 goals. Under Section 51.309, the state SIPs must be submitted to EPA by no later than December 31, 2003. Requirements for tribes, however, are different. Under the Regional Haze Rule,tribes may implement visibility programs, or reasonably severable elements, in the same manner as states, regardless of whether such tribes have participated as members of the GCVTC. Currently, the AP2 Forum has drafted a State Renewables Report that presents recommendations from the AP2 Forum. This report represents the efforts of the AP2 Forum to develop a package of recommended policies and programs that, if implemented by states, will make significant progress towards meeting the GCVTC's ambitious 10/20 renewable energy goals. The information contained within the report is designed for use by each of the states in the GCVTC region in developing their SIPs under the Regional Haze Rule. The AP2 Forum must also develop recommendations for tribes in theWRAP region. The Tribal Renewables Report, which is the subject of this RFP, will present policies and programs tribes can adopt to meet the GCVTC's 10/20 renewable energy goals. In designing the Tribal Report, it may be most effective to mirror the State Report. Responses to this RFP are due on September 28. Posted 08/21/00 (D-SN488357). (0234)
