The U.S. Environmental Protection Agency (U.S. EPA)is contemplating a sole source award to Austin Environmental Consulting, Inc., using the Simplified Acquisition Procedures (FAR Part 13) for the National Shipbuilding Research Program (NSRP). The purpose of this acquisition is to support components of the EPA Sustainable Industry Program's Shipbuilding and Ship Repair Industry Sector Plan. Specifically, this acquisition will support three activities and actions: (1) A preliminary analysis of U.S. shipyards, including their pollutants of concern, environmental subject areas of concern, useful compliance assistance tools, and other related issues; (2) Creation of a nationally useable Performance Track Program for enhanced environmental stewardship by the U.S. Shipbuilding and Ship Repair Industry Sector, with regional implementation of the developed Program in up to six EPA Regions; (3) Prioritization of compliance assistance tools' needs and 'non-level playing field' enforcement issues for the shipyard industry at both the regional and national levels. Also, aid in the development of national guidelines for a Compliance Assistance/Enforcement Strategy Program and regional implementation of this Program (to be completed in conjunction with the Performance Track meetings discussed in Purpose (2) above.)
