Counsel (OCC) intends to issue a delivery order against the Library of
Congress' FEDLINK Basic Ordering Agreement, to acquire services to
access on-line services for a period from October 1, 2000 through
September 30, 2001, with two option years. The service will be used by
OCC and twenty (20) other participating D.C. government agencies
through a master account with OCC, totaling approximately 750 users at
multiple locations. This service will be accessed via the Windows NT
environment and individual PC's using proprietary software, or the
Internet. Required support services from the providers must include but
not be limited to: [1] separate monthly usage reports and billing
arrangements in both print and electronic format for all sub-accounts;
[2] monthly training for groups conducted at the agency site and
training as needed by individuals at the contract site; [3] the option
to reinstate service to maintain and expand the private database for
OCC only, at the rateof approximately 500 documents in one year.
Unlimited access to a broad variety of legal and non-legal databases is
required. They include but are not limited to: 1) Statutes and Court
Opinions -- all federal materials, including the retrieval of imaged
materials, state, territory, and District of Columbia statutes and all
federal and state court opinions from 1790 to the present; 2) Case and
Code Histories -- up to the minute status of all cases, codes,
statutes, histories and citation services; 3) Regulations -- all
federal and state rules and regulations, the Code of Federal
Regulations, the Federal Register, the Congressional Register, all
public laws, legislative histories, hearings and testimony; 4) District
of Columbia materials -- all D.C. laws, advanced legislative services,
decisions of the D.C. Board of Contract Appeals, the D.C. Register,
the D.C. regulations and all other legal information affecting the
Office of the Corporation Counsel in the subject matter areas of tax,
bankruptcy,contracts, labor, personnel, procurement and environmental
law; 5) Secondary Legal Sources -- all law reviews and journals, legal
encyclopedias, dictionaries, American Law Reports, treatises, and
public records information, individual and business locator databases,
and all state and District of Columbia motor vehicle records; 6) Media
-- current and historical media and wire services with national and
international coverage; 7) Specialized Databases -- all current and
historical Medline and other medical, pharmacological, scientific,
financial and social databases. Request for quotations are available by

considered a potential service provider, interested parties must submit
complete and concise documentation. Documentation shall include pricing
and descriptions of all requested services to demonstrate capability to
meet all the requirements above. All responsible sources are to respond
