The Department of the Navy intends to contract for chartered, passenger-only fast ferry service as described below. The charter service will provide a marine passenger vessel or vessels, crew(s), management, and supervision necessary to provide marine passenger transportation for a minimum of 550 and a maximum of 600 military personnel. The vessel(s) will transport military passengers directly from Naval Station Everett, Washington to USS ABRAHAM LINCOLN at Puget Sound Naval Shipyard (Bremerton, WA) each weekday morning with a return trip to Naval Station Everett each weekday afternoon. Movement of all passengers between destinations in one trip by a single vessel is strongly desired, however, contractors may offer to utilize up to two vessels to perform this requirement. The contractor is responsible for all remedial/preventive maintenance including fuel and labor. The contractor is also responsible for providing insurance to include liability for personal injury and property damage. Service is expected to commence in April 2001 with a period of performance up to twenty-six weeks. Services are not required on weekends and Federal holidays. Source selection will be made based upon a greatest value analysis, considering price and other factors. Evaluation criteria may include technical capability (performance capability, quality of life, safety) and past performance.
