(i)This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and written solicitation will not be issued. (ii) This solicitation is issued as Request for Proposal (RFP) F16602-00-R0034. (iii) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular (FAC) 97-18. (iv) This solicitation is unrestricted under Standard Industrial Classification (SIC) Code 6513, with a size standard of $5.0 million. Other forms referenced herein are required to be completed and submitted with all offers. (v) The contractor shall provide unit price for the following item(s): CLIN 0001 (Basic Period), 2-Bedroom Apartment Unit, Quantity 50 Each; CLIN 0002 (first option period), 2-Bedroom Apartment Unit, Quantity 50 Each; CLIN 0003 (second option period), 2-Bedroom Apartment, Quantity 50 Each. CLINs 0001, 0002 and 0003 shall include monthly rental fee for each unit, cost of all utilities (water, sewer disposal, electricity, natural gas, if applicable, and solid waste disposal), and security deposit for each unit applicable for the entire contract term. Multiple awards may be made. Offers for less than the specified quantities will be considered. (vi) Statement of Work: The contractor shall provide all labor, equipment, materials and services for up to 50 units for a 12-month period. Period of performance shall be from 15 Sep 2000 (or date of award) through 30 September 2001 (or one year from date of award), with two option years. Each unit shall minimally consist of 2 bedrooms, with individually-lockable doors; 1 bath with full-size tub/shower; all major appliances (4-burner range/self-cleaning oven, refrigerator/freezer, and dishwasher); cable TV hookups in at least two rooms; telephone jacks in each bedroom and in one common area within the unit; and an on-site washer/dryer facility. No more than two individuals shall be living in one unit. The complex site shall be within 30 minutes driving distance of Barksdale Air Force Base, LA, during peak traffic conditions, as measured from either the Shreveport or Bossier Gate. The contractor shall provide a service call function in accordance with local commercial practices. The contractor's facilities shall comply with National Fire Protection Association Life-Safety Code (latest edition), and applicable American with Disabilities Act requirements. The provision at 52.212-2, Evaluation of Commercial Items, applies to this solicitation. Award will be based on price, price-related factors, overall age of the complex facilities, external and internal appearance, and safety of the area within the immediate vicinity of the contractor's complex as determined by local police records within the past 5 years.
