Archives and Records Administration (NARA) hereby notifies of intent to
issue a Request for Proposal (RFP) in a negotiated procurement for the
Construction Services Phase 2 Renovation of the National Archives
Building. Phase 2 is for selected demolition, re-construction and new
construction work in and around the National Archives Building at 700
Pennsylvania Avenue NW, Washington, DC. The contract includes, but is
not limited, to (1) demolition and reconstruction of approximately
325,000 gsf of office, mechanical and stack space throughout the
building, (2) demolition of concrete slabs, (3) demolition of duct
shafts and duct risers (4) renovation of office space throughout the
building, (5) replacement of electrical switch gear and transformers in
new underground vaults that are currently being constructed, (6)
demolition and replacement of air handling units, chilled water piping
condenser water piping, domestic water piping, sanitary piping, etc
(7) installation of a recessed roof cooling tower, (8) installation of
a new emergency generator, (9) demolition of structural steel members,
(10) construction of steel decking with concrete topping, (11) removal,
waterproofing and re-installation of monumental Constitution Ave steps,
(12) construction of a new theater beneath the Constitution Ave steps,
(13) new pile foundations, (14) replacement of two existing chillers,
(15)replacement of the fire alarm system, (16) replacement of the
security system, (17) installation of five new elevators, (18)
construction of new entrances under the Constitution Ave steps, (19)
replacement of stack smoke detectors, (20) construction of new fire
egress stairs, (21) relocation of the GSA steam tunnel to the
Constitution Avenue sidewalk and other elements as shown and described
in the contract documents. Unique features of the project include
selected demolition and re-construction within an occupied historic
building and construction of new public spaces within the building. The
building will remain fully operational during the renovation work and
the Contractor must plan and schedule their work to maintain full
services to occupied spaces. Estimated construction cost range is $40M
-- $80M. The Contractor must provide all management, supervision,
labor, materials, supplies, and equipment (except as otherwise
provided), and must plan, schedule, coordinate and assure effective
performance of all construction to meet National Archives and Records
Administration (NARA) requirements. Other Contractors will be working
within the building and the work of this Contractor must be coordinated
with those that are currently or soon to be under contract. The
Contractor will perform the construction in accordance with the design
specifications, drawings, and the provisions of the contract. The
project will be constructed in multiple phases and requires internal
relocation of NARA staff between phases all of which will be described
in the contract documents that will be issued on or about 2/1/01and
generally consisting of selected demolition, re-construction and new
construction by this construction contract as described above. One
construction contract will be awarded based on Technical Evaluation
Factors and Price specified in the RFP. The Base, Options and Unit
Prices are: Base Contract _ General Construction work as generally
noted above. Options (1) is the Daily Rate in dollars per day for
unabsorbed and extended Home Office overhead, Option (2) is the Daily
Rate in dollars per day for extended Field Office overhead, Option (3)
is for the fit out of the theater to be constructed under the
Constitution Ave steps subject to the availability of funds, Option 4
is to be expressed as percentages which will be applied to all contract
modifications for the General Contractor, Electrical Subcontractor,
Mechanical Subcontractor and Structural Subcontractor, respectively and
shall constitute full compensation for all markups including profit,
overhead, and any other indirect cost, Option 5 is for the replacement
of the 13th tier roof, Option 6 is for the replacement of the main
roof. Other Options and/or Unit Prices are being considered and will be
included in the contract documents. The contract documents will also
specify the methodology for negotiating mechanical and electrical
change orders . Competitive formal source selection procedures will be
used in accordance with FAR 15. The contract will be Firm Fixed Price.
The _tradeoff process_ is the method that will be used to evaluate
price and other factors specified in the solicitation, with the goal
and objective being to select the proposal that offers the best value
to the Government in terms of performance, quality and pricing. The
Technical Evaluation Factors are: EXPERIENCE (20%) The Offeror must
demonstrate its experience as a General Construction (GC) Contractor
responsible for the construction of at least two (2) similar projects,
within the past five (5) years. Similar project is defined as a
project that is comparable in nature, type, and complexity to the
project in this solicitation, and meets all FOUR (4) of the following
characteristics. (a) Construction was for office space, including
structural, electrical, mechanical, plumbing, fire protection systems
and architectural for the user areas. (b) The building size was not
less than 250,000 gross square feet OR the construction cost at award
was not less than $30 million. c) Construction work was performed in an
historical building. (d) Demolition and construction was performed in
an occupied building. The Offeror must also demonstrate the experience
of its key subcontractors; mechanical, electrical and structural,
responsible for the substantially complete construction of at least two
(2) similar projects, within the past five (5) years. PAST PERFORMANCE
(20%) The Offeror must have satisfactory performance as a General
Construction (GC) Contractor responsible for the substantially complete
construction of at least two (2) similar projects, within the past five
(5) years. KEY PERSONNEL (20%) The Offeror must identify the
individuals proposed for the following positions _ Contract Executive,
General Superintendent, Quality Control Supervisor, MEP
Superintendent, and Structural Superintendent. MANAGEMENT PLAN &
SCHEDULE (35 %) Offeror shall provide a contract duration at the
completion of which all work must be substantially complete as
determined by the Contracting Officer. Specified duration must be based
on a project schedule that demonstrates the project can be completed
within the specified duration. Under no circumstances can the proposed
contract duration exceed 36 months. Intermediate milestone completion
dates will also be specified which must be completed on or before the
specified date(s). SUBCONTRACTING PLAN (5%). This solicitation is not
set-aside for small business. However, this procurement is being made
under the Small Business Competitiveness Demonstration Program. The
Standard Industrial Code (SIC) is 1542 and the small business size
standard is $17 million. To facilitate offer preparation and government
review, an INITIAL RFP will be available for issuance on or about
10/02/00 and will be due on or about 11/02/00. This proposal shall
respond to the following evaluation factors as noted above: Experience,
Past Performance and Key Personnel. The Government will establish an
evaluation panel to review and evaluate those factors while the
remainder of the RFP and specifically, the Construction Documents, is
being prepared. Technical Specifications and Drawings will be issued by
an AMENDED RFP after the INITIAL Proposal, on or about 2/1/01, and a
Revised Proposal for the evaluation factors above: Management Plan &
Schedule and Subcontracting Plan, as well as the Pricing Proposal will
be due on or about 03/1/01. However, to be considered for final award
potential offerors must submit proposals to BOTH the INITIAL and the
AMENDED RFP. Technical evaluation factors when combined are
significantly more important than price. A pre-proposal meeting and
site visit will be held in the auditorium (5th floor) of the National
Archives Building, located at 7th St & Pennsylvania Ave, NW on
September 14, 2000 at 9:00am. Please use the Pennsylvania Avenue
entrance and have picture ID. The RFP Volume I, Uniform Contract Format
Sections A thru M, will be issued by the Contracting Officer at
GSA/NCR/PBS in Washington, DC, and posted electronically on the
www.eps.gov website. The RFP Volume II, Technical Specifications and
Drawings (issued by an AMENDED RFP) will be issued (eps uploaded SF30)
