POC Ms. Kebra Henderson, (732) 323-7547 The Naval Air Warfare Center
Aircraft Division Lakehurst intends to procure; (4) each Programmable
Logic Controller System (PLC-5) (Allen Bradley assigned P/N
NAWC-PLC-001), (1) each Programming Software for PLC (RSLogix5),
including technical documentation and drawing package. The PLC -5 and
RSLogix5 was procured from Allen-Bradley Company, LLC under contract
N68335-99-M-3168. The Government intends to solicit and negotiate a
firm fixed price contract with Allen-Bradley, LLC, 1 Allen Bradley
Drive, Cleveland, OH 33124-6118. Allen-Bradley is considered the only
supplier for this equipment because the Allen-Bradley PLC-5, is the
only unit currently qualified by the Navy for shock, vibration, and EMI
requirements in addition to meeting the input/output voltage
capability. The PLC should either be ruggedized
commercial-off-the-shelf (COTS), i.e., modified for military use, or
militarized, i.e., designed and manufactured to military
specifications. The PLC shall meet the requirements as defined in
MIL-DTL-2212H. Exceptions to the requirements of the military
specification may be allowed at the discretion of the government. These
exceptions encompass, but are not limited to, the following: (1) The
PROM memory may be programmable while installed in the PLC, (2) designs
are not restricted to the allowable installation envelope and mounting
footprint for the PLC defined in figure 2 and 3, (3) the PLC need not
use MS3400 type electrical connectors for interfacing all input and
output signals with ship's wiring, (4) the voltage rating for discrete
inputs and outputs should include 24-30 volts AC. The minimal
acceptance criteria is as follows: (1) shall be compatible with type I
shipboard power as defined in MIL-STD-1399, Section 300A, (2) shall
meet the shock requirements as defined in MIL-STD-901, (3) shall meet
the type I vibration requirements as defined in MIL-STD-167, (4) shall
meet EMI requirements as defined in MIL-STD-461 and MIL-STD-462. The
programmable logic controllers will be used with the Navy developed
Mark 7 Mod 4 Arresting Gear retractable sheave assembly. The units to
be procured under this purchase request will be installed aboard the
Navy Aircraft Carrier, USS Ronald Reagan (to be designated CVN-76).
This notice of intent is not a request for competitive proposals.
However, the Government will consider all responses received within
fifteen days after the date of the publication of this synopsis. A
determination by the Government not to open this requirement based upon
responses to this notice is solely within the discretion of the
Government. Information received as a result of this notice of intent
will normally be considered solely for the purpose of determining to
