304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL
ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation is issued as Request for Quotation No. RQ2000-037. This
procurement is being issued unrestricted. The Standard Industrial
Classification is 3829 with a size standard of 500 employees. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-18. The National
Institute for Occupational Safety and Health (NIOSH) has a requirement
for TWO (2) EACH of a HVLab TACTILE VIBROMETER to be used for
collection of physiological measures for the vibration and noise
assessment of powered hand tools project. SPECIFICATIONS: (1) The
system must be able to operate at the following frequencies: 16Hz,
20Hz, 25Hz, 31.5Hz, 40Hz, 50Hz, 63Hz, 80Hz, 100Hz, 125Hz, 160Hz, 200Hz,
250Hz, 315Hz, 400Hz, and 500Hz; (2) Frequency error must be less than
0.1 percent; (3) The range of the acceleration output must be from 0.01
to 50M/x^2 rms; (4) Must have amplification/attenuation rates of 1 to
10 dB/sec; (5) The system must be computer controllable; (6) The
software must be Windows 98 compatible; (7) Software and computer
interface card must be supplied with the system; (8) The computer
interface card must be of at least 12-bit design; (9) Acceleration must
be measured in real time; and (10) Total harmonic distortion of the
probe acceleration must be less than 20 percent at 16Hz, 5 percent at
31.5Hz, and less than 2 percent at 125Hz. The Government desires
delivery within 60 days after receipt of order. EVALUATION FACTORS:
Offers will be evaluated for technical compliance with the
specifications. The Government anticipates one award to the responsive,
responsible offeror whose proposal is considered most advantageous to
the Government. Offers shall propose based on a delivered price, F.O.B.
Destination (Morgantown, West Virginia) and the requirements at FAR
52.214.21 "Descriptive Literature" apply. Information provided must
demonstrate the unit's ability to meet the stated Technical
requirements (specification) or your offer may be rejected. The
following FAR provisions apply to this solicitation: FAR 52.212-1,

and Conditions -- Commercial Items and 52.212-5 Contract Terms and

local prevailing time. The offer acceptance period shall be at least 30

of a completed SF 1449, signed by an individual authorized to bind the
organization; (2) Schedule of Supplies/Services (vendor proposal)
containing Part Numbers and Pricing, a delivery schedule, and published
price lists (if available); (3) Completed Representations and
Certifications -- Commercial Items, FAR 52.212-3; (4) descriptive
literature, tables, etc. which demonstrate compliance with
specifications for evaluation purposes; and (5) acknowledgment of
solicitation amendments, if any. Facsimile Offers are not authorized.
Offers that fail to furnish the required information, or reject the
terms and conditions of the solicitation may be excluded from
consideration. Award of a firm fixed-price contract is anticipated.
