Wolfe, Jr., 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Proposal No. RP2000-036. This procurement is being issued unrestricted. The Standard Industrial Classification is 3829 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. The National Institute for Occupational Safety and Health (NIOSH) has a requirement for TWO (2) EACH of a Thermal Aesthesiometer to be used for collection of physiological measure for the vibration and noise assessment of powered hand tools project. SPECIFICATIONS: (1) The system must be computer controlled; (2) The software must be Windows 98 compatible; and (3) Software and computer interface card must be supplied with the system. TECHNICAL DETAILS: The system must satisfy the following: (1) Temperature range, 5 to 55 degrees C; (2) Sampling Rate, 20 samples/second; (3) Starting Temperature, 25 to 40 degrees C; (4) Temperature Increment Range, 0.2 degrees C/sec to 2.5 degrees C/sec; (5) Temperature Decrement Rate, 0.2 degrees C/sec to 2.5 degrees C/sec; (6) Number of Repeats, 0 to 15 ; and (7) Delay between repeats, 0 to 30 seconds. The Government desires delivery within 60 days after receipt of order. EVALUATION FACTORS: Offers will be evaluated for technical compliance with the specifications. The Government anticipates one award to the responsive, responsible offeror whose proposal is considered most advantageous to the Government. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the stated Technical requirements (specification) or your offer may be rejected.
