plans to issue a Request for Proposal (RFP) for specialized scientific
and technical support on a sole source basis to Science Systems and
Applications, Inc. pursuant to 10 USC 2304 (c)(1) -- Only One
Responsible Source. This procurement will extend the period of
performance under Contract NAS5-32952 for up to an additional five
months. The extension period will be from October 25, 2000 through
December 31, 2000. Three (3), 1-month options are included. This
extension is required to meet critical milestones within the Mesoscale
Atmospheric Processes Branch and to allow for the consolidation of
efforts with similar requirements within the Earth Sciences Directorate
for the purpose of competition. This procurement is a continuation of
highly specialized scientific research that Science Systems and
Applications, Inc. provides to advance NASA programs by: 1) increasing
the understanding, diagnosis, and prediction of atmospheric processes,
with emphasis on cloud and precipitation systems, theirstructure,
initiation and evolution; 2) developing algorithms and analysis
techniques using data from satellites and ground and aircraft remote
sensors in combination with other sources of data; 3) developing and
adapting mesoscale and cloud-scale numerical models to simulate cloud
and precipitation systems; and developing algorithms for microwave and
infrared sensing of precipitation from space using cloud models
together with aircraft and other data. The Mesoscale Atmospheric
Processes Branch is committed to critical milestones regarding the
delivery and/or processing of scientific data, software, scientific
analysis tools, and computer resources during the period from October
25, 2000 through December 31, 2000. Conducting a competitive
procurement would cause unacceptable delays to the affected
missions/programs. The critical milestones include: 1) readying the
Infrared Spectral Imaging Radiometer (ISIR) and the Multispectral
Infrared and Visible Spectral Imaging Radiometer (COVIR) for an
upcoming Space Shuttle flight; 2) production of global merged
precipitation analyses for the Global Precipitation Climatology Project
in near real-time from satellite datasets; and 3) algorithm development
for a lidar instrument for the Geoscience Laser Altimeter System (GLAS)
to be launched, as part of the EOS ICEsat Mission in 2001. The support
sought during this extension is a continuation of the work performed
by Science Systems and Applications, Inc., under Contract NAS5-32952,
and is only intended to continue until a follow-on contract is
competitively awarded. The statutory authority for this sole source
procurement is 10 USC 2304 (c) (1) -- Only One Responsible Source.
However, companies who believe that they can provide these services
without any detrimental impact to program schedules supported by this
work, shall identify their interest and capabilities within 15 days
after the publication of this synopsis. See CBDNet Numbered Note 22.
Interested parties have 15 days from publication of this synopsis to
submit in writing to the identified point of contact, their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct a
competitive procurement. Responses received after the 15 days or
without the required information will be considered nonresponsive to
the synopsis and will not be considered. A determination by the
Government to not compete the proposed effort on a full and open
competitive basis, based on the responses to this notice is solely
within the discretion of the Government. The Government does not intend
to acquire commercial items in accordance with FAR Part 12. See CBDNet
