Mobilization/Preparedness Studies SIC is 8741 -- Management Services;
Size Standard is $5M The 29th Infantry Division (Light) (29th ID
(L)will deploy approximately 3,900 soldiers to Bosnia in support of the
Stabilization Force Mission (SFOR-10) in October 2001. Planning for the
mobilization and deployment has begun. The deployment will last six
months; redeployment will occur on or about 31 March 2002. In support
of that deployment, the 29th ID (L) may have a need for the following
support: 2 Advanced Military Studies Strategic Planners 1 World Wide
Web Designer 1 Operations and Training Specialist The 29th ID (L) may
also have a requirement for a knowledge management system. The need for
such a system is under review. In responding to this sources sought
synopsis, prospective vendors should discuss their experience in
assessing requirements and designing, developing, and implementing
knowledge management systems. The VaARNG seeks qualified sources that
can provide the following capabilities: 1. Advanced Military Studies
Strategic Planners (AMSSPs) who have graduated from the U.S. Army
School of Advanced Military Studies (SAMS) and the Advanced Military
Studies Program. Certificated of completion would be required. The
AMSSPs must have actual experience in planning and/or commanding in a
complex operational environment. Resumes would be required. A "Secret"
security clearance would be required. Work would be performed at the
Headquarters (HQS), (HQS)29th ID (L), at Fort Belvoir, Virginia. Travel
to the exercise sites, including Bosnia, would be required. These
AMSSPs will: a. Provide assistance and training to the 29th ID (L) in
support of four Division-Level exercises prior to the SFOR-10
mobilization and deployment. The AMSSPs would provide guidance in
planning and executing the exercises and in developing lessons learned
and preparing After Action Reports (AARs). b. Develop and provide a
Mobilization and Deployment Order in accordance and compliant withthe
requirements fo AR 500-5, Army Mobilization; AR 6-90-11, Mobilization
Planning and Management; the FM 55 series; the FM 100-17 series;
FORSCOM Regulation 500-5A and applicable FORSCOM deployment guidance,
USAREUR deployment guidance; applicable Balkan Theater guidance; First
U.S. Army mobilization guidance; 18th Airborne Corps deployment
operations order; and the respective STARC mobilization guidance from
each State. c. Monitor and provide advice and assistance with the
mobilization and deployment of the 29th ID (L). d. Develop and provide
a Redeployment Order in accordance and compliant with the requirements
of same guidance as noted in b., above. e. Monitor and provide advice
and assistance with the redeployment and demobilization of the 29th ID
(L). 2. World Wide Web (WWW) and Power Point Designer who can design,
develop, and maintain the SFOR-10WWW site. Work will be performed at
the HQS 29th ID (L), at Fort Belvoir, Virginia. The WWW Designer must
have at least 24 months experience designing, developing, and
maintaining WWW sites. The WWW Designer shall also possess expert
proficiency in Microsoft Power Point and be capable of producing high
quality/executive-level Power Point briefings. Experience in the
Reserves or National Guard would be highly desirable. A "Secret"
security clearance would be required. 3. An Operations and Training
Specialist who can provide advice, assistance, and analyses to the
Division Rear HQS, Assistant Chief of Staff, G-3, Operations, through
the mobilization, deployment, redeployment, and demobilization of the
SFOR-10. The focus of this effort is on the training and operations
requirements of the units of the 29th ID (L) remaining in the United
States. The O&Ts must have had actual active duty, army officer
experience in operations and training at Battalion, Brigade, and
Division-levels; i.e, must have been the s-3 and jG-3. Preferably, he
should be a retired officer in the rank grade of O-5 or O-6. A "Secret"
security clearance would be required. For the most part,work will
performed at the HQS, 29th ID (L), at Fort Belvoir,Virginia. The O&TS
shall provide the Division Rear HQS G-3 a broad range of support in
Training, Operations and Planning, Force Development and Modernization,
and OPSEC Planning, as those terms are further described by FM 101-5,
Staff Organizations and Operations. Among the tasks the O&TS will
assist with include: a. Identifying training requirements. b.
Recommending a Division training program. c. Assessing training
effectiveness. d. Determining requirements for and recommending
training resource allocations. e. Developing training inspections,
tests, and evaluations. f. Planning, coordinating, and assessing
exercises. g. Participating in target meetings. h. Reviewing and
assessing operation plans and operation orders. i. Recommending
priorities for allocating command resources. j. Analyzing the OPSEC
posture of the command, evaluating OPSEC vulnerabilities, evaluating
and suggesting counter surveillance operations and measures, and
evaluating effectiveness of force-protection measures. The VaARNG asks
interested vendors to provide a capabilities statement with sufficient
information (and Point of Contact) to demonstrate that is has the
requisite capability perform these tasks. Please indicate whether you
