This is a combined Synopsis/Solicitation for Cellular Phone Service, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; request for quotations are being requested and a written solicitation will not be issued. Solicitation F04605-00-Q9014 is issued as a request for quotation (RFQ). The contractor shall provide all labor, tools, parts, materials, and transportation necessary to perform the services listed below: 12 months Digital Cellular Phone service for 91 phones operating preferably on Time Division Multiplex Algorith (TDMA) code. Period of performance starts 01 Oct 2000 thru 30 Sep 2001. Cellular telephone exchange prefix numbers shall be local access numbers to March ARB, CA 92518. Basic Cellular Phone Service shall include local and nationwide area coverages, voice mail, text messaging, caller ID, and call forwarding. Optional service shall include call conferencing, Internet access, and word paging. Local area calling coverage shall include within the Greater Inland Empire counties and without incurring roaming, toll and long distance charges anytime. Nationwide area calling coverage shall include the contiguous United States, Alaska and Hawaii and without incurring roaming, toll and long distance charges anytime. Cellular service shall be charged monthly flat rate per phone based on included identified basic and optional services and airtime minutes. Contractor shall state additional charges for optional service and exceeding allowed airtime minutes. 1 lot, basic 30 minutes local coverage only for 8 phones; 1 lot, basic 200 minutes nationwide for 35 phones; 1 lot, basic 300 minutes nationwide for 41 phones; 1 lot, basic 500 minutes nationwide for 7 phones; 1 lot, lost/damage equipment insurance for 91 phones. Provision 52.212-1, Instructions to Offerors _ Commercial, applies to this acquisition. Provision at 52.212-2, Evaluation _ Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate quotations: (i) price (ii) technical (iii) past performance, offerors must provide a minimum of three references with same/similar type work that_s in the solicitation. Offerors must include a copy of the provision at 52.212-3, Offeror Representation and Certifications _ Commercial Items, with their quotation.
