The National Oceanic and Atmospheric Administration, National Marine Fisheries Service intends to solicit and negotiate on a sole source basis with Center for Coastal Studies (CCS) to conduct a study of entanglement scarification in humpback whales. CCS is uniquely qualified to perform this requirement because an extensive database is curated at CCS on individually identified humpback whales from the Gulf of Maine population and contains detailed sighting histories of humpback whales dating back to 1975. These histories include information which is essential to the study. In addition, CCS has developed the necessary procedures for processing and analysis of the data. The period of performance is September 6, 2000 through September 5, 2001 with two option year periods ending September 5, 2003. The statutory authority for other than full and open competition is 41 USC 253 (c)(1), Only One Responsible Source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals.
