yvonne.finley@richardson.army.mil. Provide all labor, supervision,
management, transportation, equipment, supplies, and communication to
collect, analyze, and furnish written laboratory reports, on an "as
required" basis, for samples (solid, liquid & sludge phases). In the
process of drawing a sample, "Confined Space" entry may be required.
The samples will be drawn from various types of containers at Forts
Richardson, Wainwright & Greely, Alaska, and the remote sites of Haines
Terminal, Haines AK; Defense Fuel Supply Point, Whittier AK; Tok Fuel
Pumping Station, Tok AK; and Seward Army Recreation Center, Seward, AK
utilizing the most current Environmental Protection Agency (EPA) Test
Methods for Evaluating Solid Waste Physical/Chemical Methods (SW-846),
and/or Alaska Department of Environmental Conservation (ADEC) directed
test methods. Sources of the samples include but are not limited to
drums, cartons, underground storage tanks, oil/water separators, above
ground tanks, soil or debris piles, any source requiring analysis
forthe tests included in the solicitation. The requirement is for a
one-year base period, and four (4) consecutive on-year option period
that the Government may exercise. The contract will include the "Option
to Extend Services" clause which permits the Government to extend
services for up to six (6) additional months within the limits and at
the rates specified in the contact. This is a Competitive Small
Business Administration 8(a) Program Acquisition. There are no
geographical restrictions. The SBA requirement number is
7700-00-005881. Joint Venture Agreements Joint Ventures are allowable
on competitive 8(a) set-asides, however, the joint venture agreement
must be received by SBA prior to proposal due date and approved before
award of a resulting contract. If you are contemplating a joint
venture on this project, you must advise your assigned Business
Opportunity Specialist (BOS) as soon as possible. It is also
recommended that the agreement be submitted as soon as practicable to
ensure compliance with established regulations. Any corrections and/or
changes needed can be made only when your BOS has adequate time for a
thorough review before the proposal due date. No corrections and/or
changes are allowed after the time of submission of proposals or bids.
Offers from all responsible and eligible 8(a) Program sources will be
considered by the Agency. Standard Industrial Classification Code 8999
applies. Size standard is $5,000,000. The solicitation will be
