sbuford@psc.gov. DHHS/PSC/DAM intends to award a nine month sole source
simplified acquisition to On Our Own of Maryland, Inc. located in
Baltimore, Maryland. The Center for Mental Health Services has a
requirement to develop a summary report of a national anti-stigma
symposium to be held in the Washington, D.C. metropolitan area. The
contractor shall: 1) establish a 5-member advisory board to advise the
contractor on the development of the anti-stigma symposium and report;
2) identify and arrange for a suitable and accessible lodging and site
for the meeting; 3) develop and distribute flyer and registration
forms for the symposium; 4) arrange and pay for travel, lodging and per
diem for 30 participants; 5) prepare and send invitational,
informational and final thank you letters to participants; 6) remit
appropriate honoraria to participants; 7) arrange for a keynote speaker
and pay stipend/fee; 8) arrange refreshments for participants; 9)
provide all participants informational packets, agenda, folders, pads,
badges, and name tags; 10) provide related administrative and
personnel support on site; and 11) prepare a draft and final report of
the symposium. On Our Own Of Maryland, Inc., is the only known source
that has the following unique combined capabilities: they have been a
catalyst in the field of stigma. Their most prominent activities have
been the Anti-Stigma Project. The mission of the Anti-Stigma Project
is to fight stigma by raising consciousness, facilitating on-going
dialogues, search for creative solutions, and educating all
participants within the mental health community. The Anti-Stigma
Project staff has provided a number of workshops for the Center for
Mental Health Services; they are developing an anti stigma follow up
workshop to expand knowledge on strategies to dispel stigma in the
mental illness and substance abuse arenas in the workplace. They
disseminate information at various community events and professional
meetings and national conferences. The proposed simplified acquisition
action is for supplies or services for which the Government intends to
solicit and negotiate with only one source under the authority of FAR
13.106-1(b). Interested concerns may identify their interest and must
submit written documentation that demonstrates their ability to satisfy
the requirement. This notice is not a request for competitive
proposals. A determination by the Government not to compete this
proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will
normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. If no affirmative responses are
received within fifteen days, the Contracting Officer will proceed to
issue a purchase order to On Our Own of Maryland, Inc. Responses must
