Carolyn E. Barker, cb123d@nih.gov. The Biological Resources Branch of
the National Cancer Institute is soliciting sources capable to support
its effort in providing high quality biological response modifiers and
biological standards to qualified investigators for preclinical and
laboratory studies. Specifically, the contractor would provide the
facilities and personnel to operate a computerized inventory system and
repository for the acquisition, receipt, storage and distribution of
biological reagents, standards, and tumor cell lines. Facilities must
include sufficient, well-monitored and appropriately controlled space
for -70 degree C, -20 degree C, 4 degree C, and liquid nitrogen
storage. Aseptic facilities should also be available to sterilely
aliquot and label new products. Major tasks under this contract will
include: 1) receiving reagents shipped to the repository for storage
and distribution; 2) aliquoting this material into appropriately sized
vials or containers; 3) receiving orders for materials by telephone
and/or written requests, and obtaining additional information as
necessary from requester; 4) retrieving correct materials from
freezers, packaging materials appropriately for shipping, and making
shipments to fill requests; 4) storage of materials at proper
temperatures; 5) maintaining current and accurate inventories and
records of shipments for all materials; 6) obtaining proper assurance
and release and indemnity forms from recipients of materials; 7)
initial preparation and periodic updates of product information sheets
on all materials shipped; and 8) advertisement of repository
capabilities and inventory in international and national journals of
interest. The following MANDATORY QUALIFICATION CRITERIA must be met at
the time of receipt of the Final Proposal Revisions (FPRs) by the
Contractor: (a) Offerors must have (or provide evidence that they can
establish at time of receipt of Final Proposal Revisions by the
Contracting Officer) adequate facilities as specified in the
solicitation (Statement of Work, Attachment 2) in which the Biological
Resources Branch Repository can be maintained; where orders and
requests can be received within fourteen (14) working days after
contract award; and, from which agents can be shipped within twenty-one
(21) working days after contract award. (b) Because of the need for
pick-up of biologics with a short half-life from the Biological
Resources Branch, NCI-FCRDC, offerors must demonstrate the capability
to pick up biologics from, and deliver them to, the Frederick Cancer
Research and Development Center, Frederick, Maryland 21702-1201 within
twenty-four (24) hours. It is anticipated that a single
cost-reimbursement term type contract award will be made for a
five-year period of performance with incremental funding each year. To
assist in the preparation of a proposal, the Government considers the
effort to be 1,144 labor hours annually. The solicitation is scheduled
for electronic release approximately 09/29/00. The proposals will be
due approximately 30 days following the actual date of RFP issuance.
