COAL REFUSE REMOVAL The U.S. Army Corps of Engineers is interested in obtaining Construction Services for removal of a coal refuse pile from property that will be used to support construction of the new locks at Charleroi Locks and Dam on the Monongahela River, Washington County, Pennsylvania. Services will include but not be limited to loading, transporting, and reprocessing the coal refuse pile, to include extraction of usable coal from the coal refuse pile. The estimated volume of the refuse pile is 42,500 cubic yards. Waste material resulting from the reprocessing operation will be managed and disposed of by the Contractor. The contractor will be required to provide the appropriate permits, personnel, materials, and equipment to perform the work. It is the Governments intent to negotiate on a sole source basis with Reichard Contracting, Inc., of New Bethlehem, PA. exclusively. Reichard Contracting has unique capability to accomplish the work. Reichard Contracting currently holds the rights to reprocess the coal refusepile, they have a PADEP permitted coal refuse reprocessing and disposal facility within 10 miles of the site, and they have a current active PADEP surface mining license. However, interested firms may submit a qualifications statement to the aforementioned office, within 30 calendar days after date of publication of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based upon responses to this notice, and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. After review of any submitted qualification statements the Corps of Engineers will make a decision as to the method of processing this action.
