a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitute only the solicitation; proposals are being requested and a
written solicitation will not be issued. RFQ-236-0018-0 is issued as a
Request for Quotation. The incorporated provisions and clauses are in
effect through The Federal Acquisition Circular 97-18. The provisions
at 52.212-1, Instructions to Offerors-Commercial Items; 52.212-4,
Contract Terms and Conditions Commercial Items; and 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items all apply to this acquisition. Offerors must
include a completed copy of the provisions at 52.212-3, Offeror
Representation and Certifications-Commercial Items with their bid in
order to submit a complete bid package. All provisions and clauses can
be accessed electronically at http://www.arnet.gov.far. Offerors may
request a copy of 52.212-3 from the Contracting Officer, if needed.
This synopsis/solicitation is for (1) Vocational Trade AutoCAD
Instructor at the Federal Correctional Complex, Victorville,
California. The contractor will deliver instructional services to adult
inmates enrolled in the vocational trades AutoCAD program. Such
services will include, but not be limited to, individualized and group
instruction, development of curriculum and lesson plans, documentation
of student academic progress, administration of assessment instruments
and general academic support of program participants. The contractor
will keep abreast of developments and trends in computer assisted
drafting and design and will perform such other duties as are deemed
appropriated by the Supervisor of Education in accordance with the
Bureau of Prisons policy and the needs of the Education Department. The
schedule will be determined by the Supervisor of Education in
accordance with the needs of the Institution and the Education
Department. Ordinarily, the instructional schedule will consist of
six-hour session, Monday through Friday, from 12:30 p.m. to 3:30 p.m.
and 6:00 p.m. to 9:00 p.m., not to exceed 30 hours per week. The
contractor must possess, at a minimum, a high school diploma, or
equivalency certificate, from an accredited academic institution and a
minimum of two years of verifiable instructional experience in an
accredited school. Preference will be give to those candidates who
possess a two-year degree from an accredited college or university. The
contractor must demonstrate sufficient expertise in AutoCAD R14 and
AutoCAD Architectural Desktop 2.0 to be able to efficiently deliver
instruction and training to inmates with little or no computer or
subject matter knowledge. This a contractual agreement and not an
appointment. The services does not constitute an employer/employee
relationship. Before award of contract the apparent low bidder will be
required to complete and pass the following security requirements:
National Crime Information Center (NCIC) Check, DOJ-99 (name check),
FD-258 (fingerprint check), Law enforcement Agency Checks, Vouchering
of Employer Resume/Personal Qualification. OPM-329-A (Authority for
Release of Information), National Agency Check and Inquiries (NACI)
check (if applicable) and the contractor (or employee of contractor
performing services) is required to take a urinalysis test. This
contract will run for Fiscal Year 2001, starting October 1, 2000 to
September 31, 2001. The government will award a contract resulting from
this solicitation to the responsible offeror whose offer, conforming to
the solicitation, will be the most advantageous to the Government.
