This is a revised notice of an OMB Circular No. A-76 Commercial
Activities study of Transportation Support Services at the Naval
Aviation Depot (NADEP), Cherry Point, North Carolina. The previous
pre-solicitation synopses issued in the Commerce Business Daily (CBD)
on 08 August 2000 and 10 August 2000, under solicitation
N00421-00-R-0498, stated that International Standards Organization
(ISO) 9000 registration was required in both the ANSI-RAB (American)
and Raad voor Accreditatie (RvC) (European) versions. The purpose of
this synopsis is to advise potential offerors that ISO 9000
registration is ONLY required in ANSI-RAB (American version).
Prospective offerors must obtain ISO 9001 (1994), ISO 9002 (1994), or
ISO 9001 (2000) registration in accordance with ANSI-RAB accreditation
requirements by the date upon which this solicitation closes
(estimated at 18 October 2000) in order to be considered technically
acceptable. The ISO 9000 registration requirement is in addition to all
other requirements of the solicitation that must be met in order to be
considered technically acceptable. A certificate of registration in
accordance with the above criteria must be submitted with the offeror's
proposal. The solicitation will not be extended for firms awaiting
registration. This effort will be competed on a full and open basis.
The requirements, which will be defined in a Performance Work Statement
(PWS), involve Transportation Support Services. More specifically, the
functions included are: Administrative Services, Flight Line Services,
Mule Train Services, Mule Services, Forklift Services, Lowboy Services,
Special Tour Services, Dispatch Services, and Equipment Maintenance and
Administration Services. (Please note that Administrative Services and
Special Tour Services have been added as specific functions since the
previous synopses.) These functions are currently performed by a
Government workforce supplement by contractor support. A cost
comparison will be conducted, under OMB Circular No. A-76, to determine
themost cost-effective mode of operation. The Government is developing
an in-house cost estimate and a contract may or may not be awarded as
a result of this study/comparison. If a contractor is selected as the
most cost effective performing activity, an award will be made in
accordance with OMB Circular No. A-76 in conjunction with all other
applicable Government and Navy acquisition regulations. The
solicitation will be issued on a fixed-price basis, and will include
time-and-material line items to accommodate surge requirements. The
proposed contract will be for base year plus four one-year option
periods. The anticipated date for the release of the solicitation is 28
August 2000. A site visit will be hosted on 09 September 2000 at the
NADEP Cherry Point, North Carolina. Requests for copies of the

PROSPECTIVE OFFERORS MUST USE THE INTERNET TO RESPOND. All Internet
responses must provide the return Internet address, mailing address,
phone number, fax number, and single-point-of-contact within the body
of the response. Internet responses without the aforementioned
addresses/information will not be recognized. NOTE: If you already
responded to one or more of the previous synopses for solicitation
N00421-00-R-0498, it is not necessary to respond again. All responsible
sources may download a copy of the solicitation, attend the site visit,
and shall be considered by the agency unless this synopsis is amended
or replaced. The solicitation will be available over the Internet in
WORD 97TM format and will reside on the NAVAIR Home Page, located on
the World Wide Web. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. The
Request for Proposals (RFP)/solicitation will not be released before
the anticipated date of 28 August 2000. It is essential that you
respond to this synopsis if you would like be notified (i.e.
electronically) when the Request for Proposals (RFP) is released.
