Power Amplifier, barnesl@spawar.navy.mil. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 or supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation and written solicitation will NOT be issued. The
solicitation number is N65236-00-R-1018. the solicitation is being
issued as a Request for Proposals (RPF).!! This solicitation document
and incorporated provisions and clauses are those in effect through FAC
97-15.!! Subject procurement will be 100% set aside for small business.
The associated SIC code is 3663. There are three contract line items:
Item 0001 Solid State Broadband Linear RF Power Amplifier. Quantity is
62 each. All specifications are required over the frequency range of
1350 to 1850 MHz. Amplifier shall be mountable in a standard 19-inch
rack and shall not exceed 6 inches in height and 25 inches in depth.
Weight shall not exceed 50 pounds. To be suitable for shipboard
sheltered environment. Shall be able to withstand the shock and
vibration of a rack-mounted, shipboard installation. Shall have it's
own air cooling system that allows the unit to operated within ambient
temperature extremes from 0 to 50 degrees Celsius. Shall withstand
storage temperatures from -40 to +70 degrees Celsius. Cooling fan shall
continue to operate for a minimum of three minutes after shutdown
occurs for any reason other than total power removal. Operates on
115Vrms, 60 Hz, 2 wire ungrounded, single phase, alternating current
(AC) power. Will operate with an input drive level ranging from 4 to 10
Watts. The nominal terminating impedances (external source and load)
shall be 50 Ohms, resistive. Must operate without permanent damage with
any source and load impedance. Small-signal gain shall not exceed 18dB.
Minimum power output at the 1 dB compression point shall equal or
exceed 50 dBm. Maximum power out shall not exceed 54 dBm. Small signal
gain flatness shall be within the maximum range of +/-1.0 dB over the
specified frequency range. Input and output VSWR shall not exceed 2:1
when amplifier is operating at or below the 1 dB compression point.
Amplifier input port shall present DC resistance to ground not
exceeding 10k Ohms. Total harmonic output shall not exceed -40dBc when
operating at the 1 dB compression point into a 50 Ohm load. Noise
figure, measured at maximum gain with a calibrated excess noise source,
shall not exceed 15dB. Excluding harmonics of the input signal, there
shall be no discrete spurious outputs exceeding -60dBc when amplifier
is operating at the 1dB compression point into a 50 Ohm load. Amplifier
shall have front-panel mounted forward/reflected power metering.
Forward power reading shall have a metering accuracy of 1dB. Digital
displays shall have back-lighting and shall be viewable at any angle.
Amplifier shall have internal safety interlock that is defeatable for
any removable covers. RF input/output (N-type female) and AC power
circular connectors (military type) shall be mounted in the rear of the
amplifier.Shall have capability for remote disabling of the power
output with standard TTL Logic Low Level (0 Volts). A circular
connector (military type) for remote disable shall be mounted in rear
of amplifier. Output power shall be adjustable continuously or in 1 dB
steps to be equal to or greater than 10dB by a front panel control.
Shall include an isolator which will operate with any load impedance
including an open or short circuit at full power. Shall have a separate
output monitor port that will parallel the output of the amplifier for
troubleshooting. Output monitor port shall be made with a calibrated
directional coupler to allow accurate measurements of the output power.
Amplifier shall use modular construction and be modular repairable for
ease of maintenance. All metal parts shall be painted or otherwise
protected against salt air corrosion. Front panel color shall be 26307
as delineated in FED-STD-595. Shall include one power cord with each
amplifier for plugging the amplifier into a standard 115VAC outlet.
Include all mating connectors for all external connections to amplifier
unit. Item 0002 Documentation: To include one manual with each
amplifier that includes installation instructions, detailed operating
procedures, illustrated parts breakdown, block diagrams, theory of
operations and troubleshooting procedures. Item 0003 Test Reports: A
test report shall be delivered with each amplifier unit, describing the
test procedures used to insure compliance with specifications and
stating the test results for each amplifier. A minimum two year
warranty is required. The manufacturer will repair and return to
government at no charge any power amplifier that fails during normal
operations within two years of delivery. Cost of shipping to the
manufacturer will be borne by the goverment. Contractor will teach one
two day operations and maintenance course at no additional cost with
instructor guide, trainee guides, and technical manuals which will be
left with the government at the completion of training. Training will
be provided within 180 days of contract award at St. Juliens Creek
Annex, Portsmouth, Va 23702. Maximum number of students will be ten.
Government will be given rights to reproduce and distribute the
technical manual, instructor guide and trainee guide. Inspection and
acceptance will be at SPAWAR Systems Center, St Juliens Creek Annex,
Portsmouth, Va 23702. Delivery of eight units per month is required
beginning 90 days after receipt of contract. Delivery will be FOB
destination to Officer in Charge, Attn: Code 536 R Martinsen/Cheryl
Honaker, SPAWAR System Center, St Juliens Creek, Bldg 59, Magazine
Road, Portsmouth, VA 23702. Award will be based on price, ability to
meet contract requirements, and delivery schedule. Solicitation
provisions at FAR 52.211-11, Liquidated Damages are hereby
incorporated. Damages shall be assessed at $257.14 per day for each
calendar day delivery is delayed. Solicitation provisions at FAR
52.212-1, Instructions to Offerors-Commercial Items (Oct 95) is hereby
incorporated by reference.!! A completed copy of the provisions at
52.213-3, as well as 252.212-7000 and 252.225-7035must be submitted
