synopsis/solicitation prepared in accordance with FAR Part 13. No RFQ
will be prepared or made available for distribution. While price will
be a significant factor in the evaluation of offers, award will be
based on responsive, responsible, technically acceptable offers
received in response to this advertisement. Competitive awards may be
based on the evaluation criteria stipulated in the Red, Yellow, Green
(RYG) Contractor Evaluation System. The evaluation criteria is
available upon request. The government has a requirement for the
following Water Height and Current Direction Meter, (WHCDM) -- quantity
2 each. In accordance with the following specifications: Summary: This
equipment will be used in clear water near a large steel structure to
accurately determine water temperature, water height above the sensor,
and water flow direction in a n-e coordinate system. The specifications
for this equipment are predicated on the following conditions: 1)
clear, particulate and bubble freewater, 2) nominal operating depth of
15 m +/- 5 m, and 3) operation within 10 m from a steel structure
described as a solid cylinder of common steel 4 m in diameter extending
vertically +/- 10 m from a horizontal reference line intersecting the
water height and current direction meter (WHCDM) sensor.
Specifications: Assuming these three conditions, the minimum
specifications for the WHCDM are 1) Measurement of water height above
the sensor to an accuracy of 1 cm or less; 2) measurement of water flow
velocity in a n-e coordinate system to an accuracy of 10 cm/s or less
for a nominal water flow of 300 cm/s; 3) measurement of water flow
velocity in a n-e coordinate system to an accuracy of 2 cm/s or less
for a nominal water flow of 30 cm/s; 4) measurement of the velocity
vector direction (compass) to an accuracy of 2.5 degree or less; 5)
measurement of sensor tilt (from the vertical) to an accuracy of 1.0
degree for tilts from 0 to 20 degrees; 6) measurement of water
temperature to an accuracy of 0.1 degree C for temperatures from 5 to
20 degree C; 7) the sensor shall report data at a minimum of a 5 Hz
sample rate; 8) data shall consist, at a minimum, of the following
sensor measurements (a)time-of-observation, (b)water height above
sensor (tilt compensated), (c)water flow velocity vector (magnitude and
direction) in a n-e coordinate system, d)water temperature in degree C.
e)compass direction in degree, and f)tilt in degree; 9)
time-of-observation shall be derived from an internal programmable
clock that shall be accurate to within 1 second in a 24 hour interval
from initialization; 10) data shall be transmitted over a length of
cable, a minimum of 70 m in length, differentially (e.g., RS-485) and
shall be converted to RS-232 at the "data logger" end of the cable; 11)
the cable connecting the sensor to a "data logger" shall provide both
electro and mechanical support, which are defined as a) electro:
supporting ASCII transmission of characters describing data (see 8) at
a suitable baud rate allowing transmission of data at a 5 Hz sample
rate to provide, at least, the accuracy specified (e.g., water height
needs at least 4 ASCII characters of the form XXYY where XX represents
meters and YY represents centimeters or at least 5 ASCII characters of
the form FFIID where FF represents feet, II represents inches, and D
represents tenths of inches), b) mechanical: the cable shall be armored
and jacketed to provide noise immunity, anti-foulant and
anti-biological protection, and, at the connector points on the sensor,
shall be capable of withstanding 200 lbs working load, c)the cable
shall have a minimum bending radius of no more that 4 inches, and shall
have no more than 0.01% stretch based on a constant tension of 200 lbs,
d)the cable shall provide all power connections for the sensor (i.e,
although the sensor is submerged, all power shall be provided by an
external source located at the "data logger" end of the data cable);
12)the WHCDM shall be enclosed in a "mooring frame" designed with the
following particulars: a)providing minimal distortion to measurements
of wave height and water flow direction, b)a minimum 2000 lbs working
load; c)shackle connections at both the "top" and "bottom" of the
mooring frame; 13)the WHCDM shall be provided with a durable transit
and storage case that protects the WHCDM from damage during shipping or
storage. Special considerations: Vendors offering acoustical
backscatter instruments shall provide documentation showing ability to
meet specifications in clear, particulate and bubble free water.
Vendors offering electromagnetic sensor instruments shall provide
documentation showing ability to meet specifications at distances of 10
m from a large steel object described as a solid cylinder of common
steel 4 m in diameter extending vertically +/- 10 m from a horizontal
reference line intersecting the WHCDM sensor. Technical questions may
