NASA/DFRC plans to issue a Request for Offer (RFO) for an assortment of
versatile modular eurocard (VME) input-output circuit boards. This
procurement is intended to meet the Government's needs for boards for
a period of 5 years. An indefinite delivery/indefinte quantity (IDIQ)
contract is anticipacted. NASA/DFRC intends to purchase these items
from VME Microsystems International Corporation (VMIC) of Huntsville,
AL. The authority for other than full and open competition is 10 U.S.C.
2304(c)(1) -- Only One Responsible Source. Boards will be used for the
fabrication of the simulation electric stick to support the Blended
Wing Body project at NASA's Langley Research Center and must be
compatible with those currently in use at the DFRC. VMIC owns
proprietary rights to drawings and manufacturing processes requisite to
the fabrication of these boards. They also are the only known company
with the facilities and test equipment needed to build and test the
boards to assure compliance. Use of any other boards would require
extensive development of new software drivers and modification of
existing interface configurations at considerable cost to the
Government. The Government intends to acquire a commercial item using
FAR Part 12. Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on September 11, 2000.
Such capabilities/qualifications will be evaluated solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. A determination by the Government not to compete
this proposed effort on a full and open competition basis, based upon
responses to this notice is solely within the discretion of the
government. An Ombudsman has been appointed. See NASA Specific Note
"B". All qualified responsible sources may submit an offer which shall
