combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additioanl information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This synopsis/solicitation
supercedes any previous posted information. RFQ-R10-00-31 -- this
soliciation is issued as a Request for Quotation(RFQ). This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-18. There are no set
asides involved with this RFQ. It is full and open competition. Item

5th Wheel Trailers is as follows: The trailers will be utilized as
moving field camps for Forest Service Inventory field crews during the
summer months in Alaska. The trailers need to travel on paved and
gravel roads. The estimated miles per year are 2,500. The trailers need
to be able to be towed with a 1-ton pick-up with dual rear wheels.
Government Cost Estimate: $100,000-$160,000 for BOTH identical
trailers. Size and Constrution Specifications: 36-38 feet overall.
Maximum of 12,000 pounds. 3 axles, 16"rims and tires. Heavy frame and
suspension system. Towable with a 1-ton pick-up truck equipped with
rear dual wheels. Materials to be used, aluminum chassis, frame and
siding. One side out. Heavy duty axles, suspension, tires and rims.
Exterior storage compartments. Sleeping arrangements for six people,
double decker or single bunkbeds. Drawer storage space under each
double decker bunkbed. Reading light and electrical outlet for each
bunk. Kitchen to include stove top with burners, oven, sink and counter
top surface, microwave oven, storage compartments, vented hood over
stove with fan, propane/electric refrigerator/freezer. Shower stall.
Clothes dryer. Air conditioner unit/central heating units. No toilet.
No TV antenna. Generator. Drinking water tank. Gray water waste tank.
Propane tank 60-100 pounds. Office space with wrap around desk space
including 2 computer work stations for laptops, filtered power with
battery backup for laptops, one telephone jack per computer of category
3 or better, two network jacks per computer of category 5, 100mbs,
outlets for computers, two printers and other peripherals, lighted task
areas, storage space such as drawers, shelves, bins for paper, office
supplies, books, small hardware etc. The total cost should reflect
delivery charges if units are constructed outside of Anchorage, AK.

Date and Place of Delivery/Acceptance: Spring of 2001 at Anchorage,
AK. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. FAR 52.212-2, Evaluation --
Commercial Items, applies to this acquisition. The procedures for the
evaluation of this RFQ are as follows: The Government will award a
firm-fixed price contract resulting from this RFQ to the responsible
offeror whose quote conforming to the description/specifications will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers- 1.
Technical capability, capability of the trailers to meet the
Government's description/specifications and any applicable warranties
2. Past Performance, complete the experience questionnaire form which
documents a contractor's success of similar past projects as far as
budget, timliness and other factors. Provide references, including
current phone numbers, for your last three jobs that were similar in
nature and scope to this project. 3. Price, completeness and
resonableness. Quoters MUST provide a completed copy of the provision
at FAR 52.212-3, Offeror Representations and Certifications, Commercial
Items with their quote. Quoter can request a copy of this provision be
