to issue a Request for Quotation (RFQ) for Ceramic Matrix Composite
Tensile Specimens. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
the items from Honeywell Advanced Composites. 1. T300/SIC Melt
infiltrated Tensile samples per NASA Drawing(s). Volume fraction of
fibers is to be between 38 and 45% with 1K Tow Size. Samples need to be
approximately 0.120 inches thick per NASA Drawing(s). All specimens are
to be delivered within 12 weeks. The fiber architecture is to be plain
weave, 0/90 layup. Provide images of demonstrated 10% or less
residual, free silicon in the matrix. Density should be at least 2.0
G/CC. This melt infiltration processed T300/SIC must have published or
submitted for publication, room temperature values of: Average tensile
strength of 50 KSI or greater, and an interlaminar shear strength of
3.5 KSI or greater: quantity 54 1-ea; 2. Enhanced T300/SIC chemical
vapor processed tensile specimens. The enhancement is to provide
additional oxidation resistance. Fiber volume fraction is between 38%
& 45%, with 1K TOW. Specimens are to be per NASA Drawing(s). All
specimens are to be delivered within 12 weeks. The fiber architecture
is to be plain weave, 0/90 lay-up. Thickness 0.120 inches per
drawing(s). This CVI enhanced C/SIC must have published, room
temperature values of: Average tensile strength of 35KSI or greater,
and an average tensile strain at maximum stress of 0.5% or greater, and
a nonlinear stress-strain curve: quantity 18 1-each; 3. Hi-Nicalon/SIC
melt infiltrated tensile samples per NASA Drawing(s). Volume fraction
of fibers is to be between 38% and 45%. Samples need to be
approximately 0.120 inches thick per NASA Drawing(s). All specimens are
to be delivered within 12 weeks. The fiber architecture is to be plain
weave, 0/90 lay-up. Density is to be at least 2.4 G/CC. This melt
infiltration processed Hi-Nicalon/SIC must have room tempearture
property values of: Average tensile strength of 45 KSI or greater:
quantity 16 1-each; 4. T300/SIC Chemical vapor infiltration processed
tensile samples per NASA Drawings. Volume fraction of fibers is to be
between 38 & 45% with 1K tow. Samples need to be approximately 0.120
inches thick per NASA Drawing(s). All specimens are to be delivered
within 12 weeks. The fiber architecture is to be plain weave, 0/90
lay-up. Density is to be greater than 1.95G/CC. Demonstrated 10% or
less residual free silicon in the SIC Matrix. This CVI processed C/SIC
must have published room temperature property values of: Average
tensile strength of 60KSI or greater, average tensile strain at maximum
stress of 0.8% or greater, and a nonlinear stress-strain curve:
quantity 18 1-each; The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on August 29, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
