the Defense Intelligence Agency (DIA), is issuing a combined
synopsizing/soliciting sources to focus on Tagalog language sources,
provide daily updates on terrorist activities, use or acquisition of
CBRN materials, arrests, official sponsorship, operating tactics, and
public pronouncements as directed by TWC of the following Philippines
terrorist organizations. The Statement of work is attached. The
Government contemplates awarding a Firm-Fixed Price purchase order for
the services. . All responses should reference PR 657/0024Z/00.
Interested parties have 15 days from the publication date of this
synopsis to submit their qualification/ capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a full and
open competition basis. Responses received without the requested

News Profiles dated, August 1, 2000 1. PURPOSE: To commission and
exploit a news profile delivery service that will, via open electronic
and non-electronic source documents, organizations, Tagalog linguists,
and professional peer contacts, track terrorist activities and
organizations in the Philippines to further the Defense Intelligence
Agency (DIA) Office of Counter terrorism Analysis' (TWC) global counter
terrorism (CT) analysis and intelligence production mission. 2.
BACKGROUND 2.1 TWC has the primary responsibility to produce CT
intelligence for the Department of Defense (DoD) under the DoD
Intelligence Production Program (DODIPP). TWC CT analysts execute this
responsibility by exploiting both classified/restricted and open
information sources. English and foreign language collateral and
open-source reporting indicate dramatic increases in terrorist
activities around the world. Since TWC analysts are not tasked/co-rated
as linguists, foreign language information sources of potentially
significant value are largely underutilized or untapped by in-house
personnel resources. Therefore, outsourcing foreign language research
and reporting to companies with the language skills, manpower, and
requisite information accesses is the logical, cost-effective solution
to TWC's research and reporting capability shortfall. 3. OBJECTIVE: To
understand the activities, organization, motivational factors, critical
capabilities, and patterns of Philippines terrorist groups. 4. (U)
SCOPE OF WORK 4.1 Focusing on Tagalog language sources, provide daily
updates on terrorist activities, use or acquisition of CBRN materials,
arrests, official sponsorship, operating tactics, and public
pronouncements as directed by TWC of the following Philippines
terrorist organizations:  Abu Sayyaf Group (ASG)  Moro
National Liberation Front (MNLF)  Moro Islamic Liberation
Front (MILF)  New People's Army (NPA)  Alex Boncayao
Brigade (ABB)  Communist Party Philippines (CPP) 4.1.1 Produce
and develop daily Tagalog news profile modules consisting of raw data
and an English summary of module content. 4.1.1.1 Module profiles,
consisting of terrorism-related articles, shall contain a source
notation, publication date, full article text, images, and the
originating URL and the individual HTML page in cases of worldwide
web/internet data extraction. 4.1.1.2 All captured foreign language
articles shall remain in the original language but will include an
English summary and title abstract to allow analysts to make a
preliminary assessment of relevance without translating the entire
document. 4.1.1.3 At the discretion of the TWC Contracting Officer
Representative (COR), the contractor shall augment Tagalog reporting
with other non-Tagalog and/or non-electronic sources. 4.1.1.4 News
profile delivery service level of effort shall be two hours per
business day, excluding Federal holidays, for the life of the contract.
4.1.1.5 The contractor shall not duplicate information to be found in
TWC's existing English language open information sources such as
Reuters and FBIS. 4.1.2 In cooperation with the DIA Open Source
Coordinator, generate and post daily a worldwide web site containing
all acquired articles and accompanying images to the DIA OSIS server,
thus providing TWC analysts with a simple means of viewing current and
previously transmitted articles. The resulting web site shall be fully
OSIS- and INTELINK-compliant, including appropriate intelligence
function and country codes. 4.2 Scan, index, and publish to CD-ROMs
produced with software interfaces normalized in Tagalog, searchable
electronic versions of document archives. 5. PERIOD OF PERFORMANCE: One
year from contract award/inception. 6. SECURITY REQUIREMENTS: The
objectives and work described in this SOW are unclassified. 7. REQUIRED
TRAVEL: Contractor team member(s) shall travel to the DIA Center (DIAC)
and other sites as required/directed by TWC COR and/or Technical
Advisor weekly in order to review progress and identify any issue
areas. The contractor is responsible for travel costs administration.
8. DELIVERABLES AND DELIVERY SCHEDULE: The contractor will provide a
daily feed of relevant terrorism-related article abstracts/English
summaries translated from Tagalog. Each article/English summary
provided will contain a source notation, publication date, full article
text, images, the originating URL and the individual HTML page whenever
possible. The daily work product will be updated and uploaded to the
DIA OSIS server each business day during the term of this contract. 9.
GOVERNMENT-FURNISHED PROPERTY/EQUIPMENT/DATA: None 10 INSPECTION AND
ACCEPTANCE: Articles will be submitted to the COR who will inspect and
accept them daily during the normal workweek at TWC in the DIAC.
Acceptance of all deliverables shall be based on the determination of
the COR that all work is performed in accordance with the tasks
specified in this SOW and any future modifications/amendments hereto.
