NASA/MSFC plans to issue a Request for Quotation (RFQ) to perform a
reportable software capability evaluation of the Flight Software Group
at Marshall Space Flight Center. This activity will include providing
consultation with a respect to the readiness of the flight software
group to undergo software engineering institute (SEI) Capability
Maturity Model (CMM) evaluation and performing the CMM evaluation of
the flight software group. Scope of work is as follow: Perform a
reportable software capability evaluation of the Flight Software Group
at Marshall Space Flight Center. This activity will include providing
consultation with respect to the readiness of the Flight Software
Group to undergo a Software Engineering Institute (SEI) Capability
Maturity Model (CMM) software capability evaluation, performing the SEI
CMM software capability evaluation of the Flight Software Group, and
reporting the results of the evaluation to the Flight Software Group
and to the SEI. The evaluation team must be SEI-authorized to perform
SEI CMM software capability evaluations of software development
organizations. The evaluation team must have experience with multiple
government and commercial organizations that develop embedded software
for space flight projects in order to bring a robust and diverse view
to the evaluation of the Flight Software Group and the ability to
influence the NASA Software Process Improvement training. The
evaluation team must have experience with NPG 7120.5A. The reportable
software capability evaluation will include the following tasks: 1.
Lead evaluator visit to the Flight Software Group for 2 days in the
September timeframe to assess the readiness of the Flight Software
Group to undergo a software capability evaluation and to provide
specific recommendations for improvement in key process areas that
appear inadequately addressed. 2. 3-person team to spend 3 days at the
Flight Software Group to perform a Capability Maturity Model software
capability evaluation based on 3 projects in the late October or early
November timeframe. 3. Generate final report of the results of the SEI
CMM software capability evaluation of the Flight Software Group and
report findings to the Flight Software Group and to the SEI. All travel
is included. Deliverables: 1. Recommendations to the Flight Software
Group for areas to improve prior to the software capability evaluation
of the Flight Software Group -- within 2 weeks after the Lead
evaluator visit to the Flight Software Group. 2. Software Capability
Evaluation report -- within 2 weeks after performing the Capability
Maturity Model evaluation of the Flight Software Group. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/MSFC intends to purchase the items from Center
for Systems Management, Inc.,(CSM). The Government intends to acquire
a commercial item using FAR Part 12. Interested organizations may
submit their capabilities and qualifications to perform the effort in
writing to the identified point of contact not later than 4:30 p.m.
local time on September 6, 2000. Responses received after September 6,
2000, will be considered nonresponsive to the synoposis and will not
be considered. Such capabilities/qualifications will be evaluated
solely for the purpose of determining whether or not to conduct this
procurement on a competitive basis. A determination by the Government
not to compete this proposed effort on a full and open competition
basis, based upon responses to this notice is solely within the
discretion of the government. Oral communications are acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been

Period of performance or lead-time for delivery is 90 days to the
Flight Software Group at Marshall Space Flight Center. The SIC code and
the small business size standard for this procurement are 7371 abd
$18.0, respectively. The quoter shall state in their quotation their
