DESC: The Naval Ice Center intends to negotiate on a sole source basis with Noetix Research Incorporated, Ottawa, CA for the development/purchase of an Ice Physics Tutorial software. Ice Tutor Software version 1.0 will consist of 2 modules, ice recognition, and ice interpretation. These modules will be used to provide worldwide operational sea ice analyses and forecasts for the armed forces of the Department of Defense and allied nations and other government and international agencies. The tutorial needs to provide the highest quality technical training in order to qualify highly skilled ice analysts who produce accurate products that ensure safety of operations and protection of life and property in ice covered regions. Ice Physics Tutorial will form the foundation for modules that will be developed in the future. Noetix Research is the manufacturer of the equipment. Negotiation is being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Due to the unique knowledge of ice and remote sensing required for this project in conjunction with the existing CBT modules and incurred development costs it is imperative that Noetix perform this task. Due to the urgency of this requirement, Naval Ice Center intends to award a sole source contract 7 days after the publication of this notice.
