This is NOT a pre-solicitation notice pursuant to FAR Part 5, but Market Research to identify sources that possess the expertise, capabilities, and experience to meet the requirements in providing services for the operation of the Air Force Primary Standards Laboratory (AFPSL) and development, revision, & distribution of Calibration Technical Orders. The AFPSL is the U.S. Air Force's Primary Standards Laboratory located in Heath, Ohio. The primary function of the AFPSL is to ensure the accuracy of all Air Force aircraft and missiles, ground systems, and other precision equipment. This is made possible though the calibration of equipment, used world wide, and traceable to recognized national standards. The AFPSL is currently being operated under a contract. Part of this effort includes a transition period of 60 days or less after contract award. The Government desires as seamless a transition as possible. The contractor would furnish all personnel, tools, materials, supervision, and other items and services necessary to perform the AFPSL and Calibration Technical Order services at the Central Ohio Aerospace and Technology Center (COATC) in Heath, Ohio. Most of the equipment would be provided as Government Furnished Equipment (GFE). Services to be provided include, but are not limited to: (1.) Provide technical support for the AFPSL. (2.) Inspect, calibrate, repair, etc. Test, Measurement & Diagnostic Equipment. (3.) Develop, modify, edit, reproduce, store, and distribute 33K series Technical Orders. (4.) Operate & maintain an existing technical order/publication library. This notice does not constitute an invitation for bid or request for proposal and is not to be construed as a commitment by the Government. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements may be advantageous.
