The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to procure, on an unrestricted basis, technical and analytical support for the Navy Lessons Learned System (NLLS). The resultant contract will have a base period of two (2) years, and three (3) one-year option periods. The NLLS allows the Fleet to create, manage and retrieve a variety of lessons learned reports which are compatible with the Joint Lessons Learned System. The required support services include: (1) consolidation of Lessons Learned, as well as other tactical information; (2) provision of quality control and assurance for the Navy Lessons Learned Database (NLLDB) and other products as defined by the COR; (3) preparation of new releases of the NLLDB; (4) distribution of products to the Fleet; (5) provision of systems development/programming support on-site at NWDC, and; (6) provision of quality control and assurance for the NLLS SIPR and NIPRNET web sites. This requirement is advertised as unrestricted. All responsive and responsible sources may submit a proposal, which will be considered. It is anticipated that the solicitation will be released on or about 29 September 2000, with the receipt of proposals due 30 days thereafter. The solicitation will be made available at the website identified by LINKURL. Potential offerors may request that they be placed on an e-mail address listing for notification of solicitation and amendment availability at the website identified by LINKURL.
