Sentences under Contractor Requirements are renumbered as follows: 1.
to 10. The Standard Industrial Code (SIC) code is changed to 7374 with
a Small Business Size Standard of $18.0 million. The following FAR
clause is added: FAR 52.222-49 Service Contract Act-Place of
Performance Unknown (May 89). This contract is subject to the Service
Contract Act and the place of performance is unknown. Wage
determinations have been requested for Wake, Durham, and Orange
Counties in North Carolina. The contracting officer will request wage
determinations for additional localities if asked to do so in writing.
Requests for wage determinations must be transmitted electronically by
September 1, 2000 to the following e-mail address:
barton@arl.aro.army.mil. Requests must include the county and state
where the services are to be performed. The date for electronic
transmission of quotations is extended from August 28, 2000 to October
16, 2000. Offers should be submitted in Microsoft Word or PDF. The
contract will be firm-fixed price. Estimated date of award is 15
November 2000. Estimated performance date is 30 days after award date.
The performance period is estimated to be six months or less. The
following questions and answers are provided to assist you in
submitting your offer: (1) Please describe the sizes, condition, and
quality of the documents that are to be converted. (i.e.: paper sizes
(letter, legal or other), single or double sided pages, how files are
stored, condition of paper and quality of documents for scanning, and
fastening methods; Please also provide percentages for each of the
document population.) What percentage of the project will require
de-speckling, straightening? ANSWER: The documents to be scanned are
comprised of typed text, hand written documents, pictures, viewgraphs
and forms on office type paper. The percentage of each type is not
known. The documents as a general rule are 8 " by 11". Some documents
may be 8-1/2" by 14", but these should not exceed .1% of the total
documents. The pages may be single or double sided. Double sided pages
are estimated to be 10% of the total documents. The condition of paper
is good. Papers have been stored in folders with Echo fasteners.
Approximately 1% of the pages may require photocopying in order to
obtain a readable scanned copy. All pages should be de-speckled and
straightened. (2) Will the Army prepare the documents for scanning or
will this be the vendor's responsibility? If the vendor's
responsibility, will they also need to reassemble the document in any
manner? ANSWER: The documents provided to the contractor will be in
stacks with all folders, fasteners, staples, and bindings removed. The
documents for each section will be secured with a rubber band. The
documents will be placed with the stacks upright (as in a file drawer)
in boxes in the sequence to be scanned. The documents should be
returned in the same order as they are received with rubber bands
securing the documents for each section. (3) Does the entire scanning
project need to be completed in one week or does this apply to weekly
shipments of documents taken out of the facility for processing? If the
week applies to shipments, what is the desired conversion completion
schedule? ANSWER: This project is estimated to take no more than six
months to complete. Each week an estimated 16,000 pages will be
available for pick up from ARO. These pages must be completed and
returned in one week. Pick up and delivery of documents shall be
simultaneous beginning with week two of performance. (4) Can the
scanning effort be completed with a one-time pick up and delivery of
all files? ANSWER: No. (5) What scanning resolution is required? What
type of images are required? ANSWER: 300 DPI. Black and white images.
(6) Will the government allow the vendor to ship the documents to the
processing facility using bonded commercial couriers like Federal
Express or UPS? ANSWER: No. (7) What type of PDF file is required?
Image only? Image + hidden text? PDF normal? OCR required? ANSWER: PDF
normal. Image only. No hidden text or OCR. (8) For index information
-- is all upper CAPS okay ? ANSWER: Yes. (9) Are the document (section)
types clearly identifiable? ANSWER: Yes. (10) Is it possible to obtain
