Medicine (NLM), to negotiate on a sole source basis with Richard B.
Craig, Inc., Takoma Park, MD 20912, to provide interactive/audiovisual
services for the telegraph and internet exhibition. This requirement
will provide telegraph and internet exhibition which is scheduled to
feature numerous audiovisual and electronic interactive components. The
services of an experienced, intelligent, versatile, and creative
producer is required. During this pre-production phase, the producer
will work closely with Library staff will identify, define, develop
treatments and budgets, and to create the initial look and feel for 20
to 25 audiovisual elements. The producer will work in conjunction with
the exhibition curators and other Library personnel to refine the
initial list of components until it best illustrates the conceptual
themes of the exhibition and falls within estimated budget parameters.
This requires the producer to comprehend the complex themes of a 4000
sq foot exhibition that encompasses ideas about history, science,
technology, and informatics. The producer will assess the level of
limited of resources and the larger mission of the exhibition.
Following the finalization of this list of production components and
the merging of interactives ideas with the themes of the exhibition,
the producer will develop creative treatments for each element
including defining creative direction, content outlines, interactive
flow charts, and technology specifications. With approval from the
Library Director on the creative treatments, the producer will develop
production budgets and anticipated schedules. Once budgets are
approved, reflecting the graphic identity of the real exhibition, the
producer will develop the graphic "look and feel" for each component.
The design elements will include graphic user interfaces (GUIs),
content screen template designs, animation style, title graphics, and
video storyboards. Richard Craig is uniquely qualified for this project
because of the breath of his experience in developing audiovisual,
internet/interactive, and audio productions for health, medical, and
internet related projects. For nineteen years he has been managing
projects, producing and writing for films, video, cd roms, the internet
and other interactive media. Most of his work has been in either the
health/medical-related field or in the internet/telecommunications
industry a perfect combination for this project. Mr Craig has extensive
and unparalleled experience managing large, complex, multifaceted
projects, overseeing the strictest quality control, and getting the
most production value out of clients' budgets. Over the last two
decades, Mr Craig has worked with designers, illustrators, animators,
programmers, videographers, editors, and sound engineers, producing the
highest quality products. Given the nature of this assignment, the
budget limitations, the schedule limitations, the breath of technical
and conceptual problems that a producer needs to resolve, Mr Craig
possess a combination of skills and experiences that are unsurpassed in
matching the Library's needs. The proposed acquisition will be procured
under FAR Part 13 -- Simplified Acquisitions. This notice of intent is
not a Request for Quotations (RFQ), nor is an RFQ available, however,
all responsible sources may submit a proposal which will be considered
by the NLM. Firms interested in responding to this notice must be able
to provide professional services as stated above. Responses should
sufficiently demonstrate the firm's ability to meet the government's
requirements. Responses are required within fifteen (15) calendar days
