NOTICE OF INTENT TO AWARD A SOLE SOURCE GRANT. The National Oceanic and Atmospheric Administration (NOA) intends to award a sole source grant to The National Association of Marine Laboratories (NAML). Authority for this award is provided under Title 16 of the Conservation Act, Chapter 33 (Coastal Zone Management), Section 1456c (Technical Assistance) and Title 33 (Navigation and Navigable Waters), Chapter 17 (National Ocean Survey), Subchapter II (Surveys), Section 883b (Dissemination of data; further activities). NOAA received an unsolicited grant proposal from NAML entitled "LabNet: Networking Environmental Data Bases of the Coastal Laboratories." The proposal outlines plans to further the development of LabNet to network and visually integrate data from the member laboratories' local monitoring programs. With this funding, NAML will create pilot projects to test the underlying data documentation and retrieval system that has already been developed. The LabNet pilot projects will provide access via the web to data on coastal habitats and biological events. LabNet will provide a means to integrate data from a number of NAML sources into a virtual data set. Visualization tools are being developed for further exploration of the data. LabNet will help coastal managers access and study data for a number of coastal zone management issues. LabNet furthers NOAA's mission to provide for coastal stewardship. This notice is in response to the receipt of an unsolicited proposal and is not a request for competitive proposals. NAML is the only source capable of performing this work as they are the sole owners and distributors of their data.
