Personnel Management Services (CPMS), Arlington, VA requires a
procurement of lodging rooms, meeting space and shuttle transportation
services in support of the Defense Leadership and Management Program
(DLAMP) graduate courses scheduled at George Mason University located
in Fairfax, Virginia for Fiscal Year (FY) 01. The Department of Defense
(DoD) is developing a centralized executive education and developmental
program known as DLAMP. The contractor shall provide lodging rooms,
meeting space and shuttle transportation services within fifteen (15)
minutes commute of the main campus. There will be eighteen two-week
training sessions during the period of performance beginning 1 October
2000 through 30 September 2001. Three or four graduate courses will be
conducted simultaneously during each training session. Personnel
utilizing the space will be approximately 60 to 80 DLAMP students.
These numbers are estimates, final coordination as to the exact number
of lodging rooms will occur 30 calendar days prior to the start of
each training session. Lodging rooms shall be provided to the students
at or below the per diem rate for lodging. The students are
responsible for their own charges incurred during time of residence.
The hotel will hold and guarantee a maximum of 60 guestrooms for
training sessions with 3 courses, and 80 rooms for each training
session with 4 courses. Room occupancy for all two-week classes will
begin on Sunday before the start of the two-week courses and continue
through Thursday night the second week, with late checkout no earlier
than 1:00 p.m. on the last Friday of the training period. Room
occupancy for all one-week classes will begin on the Sunday before the
start of the training session, continue through Thursday night, and
with late checkout no earlier than 1:00 p.m. on the Friday of the same
week. Rooms will remain occupied during the weekend between the first
and second week of the two-week training periods. Two (2) meeting
rooms will be required Monday throughThursday 6:00 p.m. through 10:00
p.m. during each two-week training session. Each meeting room must be
at least 450 square feet and furnished with sufficient tables and
comfortable chairs to accommodate up to 20 students at one time in a
U-shaped or traditional business meeting configuration. Off street
parking, full-service restaurant, moderate health club with
cardiovascular equipment, weight resistance equipment, free weights,
guest laundry and on-site access to dry cleaning service. Shuttle
service between the hotel and George Mason University is required.
Local daily shuttle service shall be within a minimum of a 15-mile
radius. Shuttle service is required between lodging facility, local
area laundry, shopping and eating establishments. This requirement is
unrestricted. All interested parties may request a copy of the
