Wallowa-Whitman National Forest, Baker County, Oregon. This
solicitation has been accepted by the Small Business Administration
(SBA) under their competitive 8(a) program as requirement number
1087-00-006288. Bids will be accepted from 8(a) contractors under SIC
Code 1611 who are in the developmental stage and are located within the
states of Idaho, Oregon, or Washington or participants with bona fide
places of business within the geographical boundaries of these states.
Subcontractors and suppliers do not need to be in the 8(a) program.
This project consists of 19.778 km of milling, leveling base, paving,
intersection rehabilitation, roadway drainage replacement, and large
drainage enhancements, including fish passage culverts, weirs, and a
flow control structure. Project includes: construction surveying &
staking; contractor sampling & testing; construction schedules; 300 m
soil erosion control devices; 9.0 ha clearing & grubbing; 8,400 cu m
excavation & embankment; 600 cu m earthwork geotextiles; 8 cu m
structure excavation; 3,000 sq m roadway obliteration; 260 cu m riprap;
50,000 t untreated aggregate courses; 30 km dust palliative; 550 t
minor crushed aggregate; 41,200 t hot asphalt concrete pavement; 20 t
asphalt tack coat; 50,500 sq m asphalt pavement milling; 6.7 cu m minor
concrete structures; 1,350 m culverts; 235 m guardrail; 150 m fence; 40
ea gates; 1,900 sq m topsoil; 4.5 ha turf establishment; 24 ea live
stakes; 43,000 m permanent pavement markings; and other smaller items
of work. The project is located immediately west of Haines, Oregon.
Work shall be completed by Fall 2001. Estimated price range is between
$2,500,000 and $5,000,000. All interested prime contractors are asked
to respond by September 11. Preliminary plans will be available
approximately September 15, 2000. The following applies only to

The Department of Transportation (DOT), offers working capital
financing and bonding assistance for transportation related contracts.
DOT's Bonding Assistance Program (BAP) offers bid, performance and
payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending
Program (STLP) offers lines of credit to finance accounts receivable.
