to issue an Invitation for Bids (IFB)for the construction project
entitled "Modifications to High Pressure Flammability Test Cells,
Building 4623".The work to be performed under this project generally
consists of providing the labor, equipment, and materials to rebuild
four existing damaged test cells and to provide one new Gaseous Oxygen
Distribution System for Building 4623, Combustion Research Facility.
Test cells work consists of demolishing and rebuilding the damaged
reinforced concrete roofs, walls, and floors of four test cells.
Additional test cell work consists of demolishing and rebuilding the
damaged electrical/mechanical systems including lighting, power
distribution, HVAC, plumbing, fire protection, potable water, and high
pressure gasses. Gaseous Oxygen (GOX) Distribution System work
consists of construction of the oxygen system concrete pad and trench
outside of building, installation of a Liquid Oxygen tank, pump, and
vaporizer, and installation of two ASME GOX storage tubes. Additional
GOX system work includes installation of a GOX distribution system
consisting of a control panel, valves, tubing, and other components to
carry GOX into the various test cells inside the building. All
requests must be in writing and contain the complete company name,
address, and phone/fax numbers. Requests for IFB packages must include
a cashier's check in the amount of $25.00 made payable to "NASA MSFC
CASHIER". Award of this project is contingent upon the availability of
funds. Safety records of the prime contractor and subcontractors will
be a consideration at award time and the prime contractor must have an
EXPERIENCE MODIFICATION RATING (EMR) OF 1.0 OR LESS AND PROOF INCLUDED
WITHIN THE BID PACKAGE. THE PRIME SUBCONTRACTOR'S EMR RATING SHALL BE
NO MORE THAN 1.1. REQUESTS FOR IFB PACKAGES WILL NOT BE ACCEPTED LESS
THAN TEN DAYS PRIOR TO BID OPENING. The Government does not intend to
acquire a commercial item using FAR Part 12. See Note 26. The order of
magnitude for the procurement is between $500,000 and $1,000,000 and
the effort shall be completed within 360 calendar days after notice to
proceed. This procurement is a total small business set-aside.[See
Note 1]. The SIC Code and small business size standard for this
procurement are 1541 and $27.5M, respectively. The anticipated release
date of the IFB is on or about SEPTEMBER 15 with an anticipated offer
closing date of on or about OCTOBER 15. The firm date for receipt of
bids will be stated in the IFB. Drawings will be available from the
office of the personnel listed below. All responsible qualified sources
may submit a bid which shall be considered by the agency. An ombudsman
