The U. S. Coast Guard requires procurement of overhaul services for
C130 Axial Piston Pumps, on an "as-required" basis from date of award
with four (4) one-year option periods, renewable annually. Specific
items and their corresponding estimated quantities are as follows:
Axial Pumps -- NSN 4320-01-171-0452, P/N 66039-01, in accordance with
Air Force Tech. Order # 9H4-2-41-13/14, Base Period -- Estimated annual
quantity of 19 each; Quantities for First, Second, Third and Fourth
Option years are 19 each year. Clin 0002, Centrifugal Pumps -- NSN
4320-00-152-1488, P/N 411000-4, in accordance with Air Force Tech Order
#9H8-4-39-3, Base Period -- Estimated annual quantity of -- 5 each;
Quantities for First, Second, Third and Fourth Option years are 5 each
year. Clin 0003, Rotary Pumps -- NSN 4320-00-631-4859, P/N 115715, in
accordance with Air Force Tech Order #6R5-2-38-3; Base Period --
Estimated annual quantity of -- 5 EA; Quantities for First, Second,
Third and Four Option years are 5 each. This requirement will be
satisfied using commercial acquisition procedures as described in FAR
Part 12 and FAR Part 15.101-1, Tradeoff Process and 15.101, Best Value,
technically acceptable. Offerors must, however, achieve a satisfactory
evaluation for past performance in accordance with FAR Part 15.305(2).
The units will be overhauled and shipped to USCG Aircraft Repair &
Supply Center, Elizabeth City, NC. The Coast Guard intends to negotiate
and award one contract for these services. This requirement is
advertised as a small business set-aside; the Standard Industrial
Classification (SIC) code is 3728 and the size standard is 1000
employees. Prices shall include all parts, labor and materials required
to return the items to operational status in a salt-water environment
within levels of overhaul to be defined in the solicitation. Offerors
are advised that all or part of their proposed overhaul methods may be
adopted as the required procedures for eventual award. Overhaul
methods are not to be considered proprietary; the overhaul methods
accepted shall be subsequently released for the purpose of obtaining
firm-fixed prices for each level of overhaul. All responsible sources
may submit an offer that will be considered by this agency. The
solicitation will be issued on or about 25 September 2000. The closing
date will be established upon issuance of the solicitation. Requests
