40 -- HELICOPTER RECOVERY PENDANT SOL DAHA13-00-Q-0004 DUE 090800 POC Contracting Officer CW3 Mark L. This is a combined synopsis/solicitation for the purchase of a commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and written solicitation will not be issued. This solicitation is issued under Request For Quotations (RFQ) number DAHA13-00-Q-0004. All quotes shall reference the RFQ number and shall be submitted by 4:30 P.M. local time on 8 September 2000. The anticipated award date is 15 September 2000, with a performance period of 60 days. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-19. Quotes will be considered from all responsive/responsible offerors. The Standard Industrial Code (SIC) 2298, size standard 500. The Iowa National Guard wishes to procure 2 different items. The first item is 132 25,000lb fiber rope assemblies, single leg, for helicopter sling load operations. These assemblies are designed to connect external vertical loads to a CH47 or UH60 helicopter. The assemblies are also commonly known as "Reach Pendants". The reach pendant must allow for a safe hook-up to the helicopter without requiring the helicopter to land nor requiring the ground personnel to perform a discharge of static electricity from the helicopter. Thus the reach pendant should meet the following requirements. It shall be made from double braided, torque free, synthetic rope. A rigid plastic pole encases the center portion of the pendant to provide a means to reach and place the upper eye on the cargo hook as the helicopter hovers above the load to be lifted. The upper eye shall be made of a nylon/urethane composite. The lower eye should be larger than the upper eye to provide a greater area for slings. The pendant should be 100% synthetic to minimize electric static shock. The safe working load should be 25000 pounds or greater. The safe work load shall be based on a 5 to 1 factor, in other words, the safe working load is 5 times greater, or 125,000 pounds. Each pendant shall be individually proof tested at a minimum strength of 63,500 pounds. The total length of the pendant shall be 58", +/- 2". The color must be a subdued color; black, brown, gray, or green. All pendants will be manufactured and inspected IAW MIL-I-45208. The second item is 447 11,000lb fiber rope assemblies, single leg, for helicopter sling load operations. These assemblies are designed to connect external vertical loads to a CH47 or UH60 helicopter. The color must be a subdued color; black, brown, gray, or green. All pendants will be manufactured and inspected IAW MIL-I-45208. The Place of Delivery, inspection, and acceptance is Iowa Army National Guard, Camp Dodge, Building W-12, 7700 NW Beaver Drive, Johnston, Iowa 50131-1902. All quotes should be submitted FOB Destination. Solicitation provision at FAR 52.212-1, Instructions to Offerors Commercial Items (OCT 95) is hereby incorporated by reference. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous representing the best value to the Government price and other factors considered. The vendor shall submit a written proposal addressing all the technical factors outlined above. Selection of a vendor will be evaluated by their abilities to address all the issues as laid out in this announcement.
