for commercial items prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. Proposals are requested. This announcement constitutes the
only solicitation; a written solicitation will not be issued. (ii.)
Solicitation No. F19628-00-R-0032 is issued as a Request for Proposal
(RFP). (iii.) The model contract sections A through M and attachments
are available on the (OS-21) FBS Program entry on the Hanscom
Electronic RFP Bulletin Board (HERBB). This RFP incorporates provisions
and clauses in effect through the 1997 Federal Acquisition Circular
97-17. (iv.) This acquisition has been set-aside for small business.
The SIC code for this acquisition is 3829 and the size standard is 500
employees. (v.) An Indefinite Delivery/Indefinite Quantity type
contract will be issued for Observation System for the 21st Century
(OS-21) Fixed Base System (FBS) Hardware, Interim Contractor Support
(ICS) and Site Surveys plus for items including System Data/Program
Meetings, Provisioning Parts List, Support Equipment Requirements
Documentation, Training, Qualification Tests (QT), support of
Operational Testing (OT), and the update of "As Built" on-site
drawings. Each of the FBS systems consists of the following hardware
items, as a minimum; Wind Speed and Direction Sensors, Temperature and
Dewpoint Sensors, Barometric Pressure Sensors, Visibility Sensors,
Cloud Height (ceilometer) Sensors, Liquid Precipitation Accumulation
Sensors, Freezing Rain Occurrence Sensors, Precipitation identification
Sensors, Lightning Detection Sensors, Field Data Collection Units
(FDCUs), Terminal Data Acquisition Units (TDAUs), Operator Interface
Displays (OIDs), Video Display Units (VDUs), Uninteruptable Power
Supplies (UPS), Ground to Air Radios (GTAs), Communications Cables,
Power Cables, and Printer. Proposals shall follow the CLIN structure
detailed below. For evaluation purposes, offerors shall complete the
following ID/IQ Pricing Data for hardware, including system
integration, installation, and acceptance testing at each site, CLIN
0001; for Spares, CLIN 0002AB; for Interim Contractor Support (ICS),
including submission of an ICS Plan (draft and final), CLIN 0003, CLIN
0003AA, CLIN 0003AB (option year 1), and CLIN 0003AC (option year 2);
and for site surveys, CLIN 0005. Proposals shall also provide prices
for Provisioning Parts List (Draft and Final), CLIN 0002AA; System
Data/Program Meetings, CLIN 0004; Frequency Management Approval Data
(DD-Form 1494s) (Draft and Final), CLIN 0004AA; Source Control and
Vendor Item Data (Draft and Final), CLIN 0004AB; System Manual (Draft
and Final), CLIN 0004AC; Certification and Accreditation (C&A)
Documentation (Draft and Final), CLIN 0004AD; Program Management
Reviews (PMRs)/Technical Interchange Meetings (TIMs) including
preparation of agendas and minutes, CLIN 0004AE; Type One Training,
CLIN 0006AA; Qualification Test (QT), including submission of Test
procedures and Test Report (draft and final), CLIN 0007AA; Support of
Operational Test (OT), CLIN 0007AB; Security Test & Evaluation (ST&E),
including submission of a Test Plan and Procedures and Report (draft
and final) CLIN 0007AC; Support Equipment Requirement Documents
(SERDs), CLIN 0008AA; and the update of "As Built" drawings, CLIN 0009.
The Government will provide access to the designated military
installations for site surveys. [Note: For information on Pricing Table
Requirements, OS-21 FBS Statement of Objectives (SOO), SOO Attachment
1 Site listing, OS-21 Contract Data Requirements List (CDRLs), OS-21
FBS Technical Requirements Document (TRD) and related documents see the
OS-21 FBS Program entry on the Hanscom Electronic RFP Bulletin Board
(HERBB)]. For all data preparation and submission requirements and
related work efforts refer to the SOO and the CDRL both dated 4 August
2000. Also refer to the SOO for Program Meetings, Training, Test, and
Interim Contractor Support (ICS) requirements. For all technical
requirements refer to the TRD, dated 4 August 2000. (vi.) The Air Force
requires FBS hardware and associated data to be delivered, installed,
and acceptance tested at approximately 190 military installations (Air
Force and Army) worldwide. Approximately 143 FBS systems will be
located in the continental United States, 13 FBS systems in Alaska, 16
FBS in the Pacific, and 18 systems in Europe, see attachment 1 of the
SOO. The ultimate number of sites to receive FBS hardware will be
dependent on available OS-21 funding received by the program office
each fiscal year (FY) over the time period of FY 01-05. The Government
fiscal year is 1 October through 30 September. (vii.) The period of
performance of all CLINs or portion thereof shall be established on
each delivery order. Acceptance of CLINs 0001, 0002AA, 0004, 0005,
0007, 0008, and 0009 shall be at destination. Acceptance of CLIN
0002AB, 0003, and 0006 shall be at source. The first FBS hardware shall
be delivered, installed and acceptance tested at McChord AFB, WA. The
second FBS hardware shall be delivered, installed and acceptance tested
at Langley AFB, VA. Multiple data items shall be delivered to the
program office for review and approval in accordance with the SOO. The
Contracting Officer reserves the right to change the place of delivery
at any time prior to delivery of ordered items. (viii.) FAR provision
52.212-1, Instructions to Offerors-Commercial, is applicable to this
acquisition. The cost of preparing proposals in response to this
combined solicitation/synopsis is not considered an allowable direct
charge to any resulting contract nor any other Government contract.
(ix.) FAR provision 52.212-2, Evaluation-Commercial items, is
applicable to this acquisition. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous to the
Government, price and other factors considered. Technical and Past
Performance, when combined, are more important than price. The
Government may reject any and all offerors if such action is in the
public interest; additionally, the Government may waive informalities
and minor irregularities in offers received. Past performance will be
considered as part of the determination of responsibility (assessing
the contractors' experience with manufacturer, integration,
installation, maintenance, sustainment of automated weather data
collection, processing and dissemination systems). With regard to
current and /or previous performance efforts involving similar
components or services, the contractor will provide the Government POC
for this activity. Offerors are to note that in conducting this
assessment, the Government reserves the right to use relevant data
provided either by the offeror or obtained from other sources. Past
performance information is due 14 days prior to proposal due date at
the same time and place, see xvi below. (x.) FAR provision 52.212-3,
Offeror Representations and Certifications-Commercial Items, is
applicable to this acquisition. Complete this provision, and submit
with offer. (xi.) FAR clause 52.212-4, Addendum to Contract Terms and
Conditions-Commercial Items, is applicable to this acquisition. (xii.)
FAR clause 52.212-5, Contract Terms and Conditions Required to
Implement Statutes or Executive Orders-Commercial Items, is applicable
to this acquisition and the following referenced clauses are
applicable under paragraph (b) 52.203-6, 52.219-8, 52.219-14,
52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1,
52.225-5, 52.232-33, 52.232-34, 52.232-36 and 52.247-64 and no clauses
listed under paragraph (c). (xiii.) Technical acceptability will be
determined by information submitted by the Offeror providing sufficient
detail to show that the products offered meet the Statement of
Objectives (SOO), Contract Data Requirements List (CDRL), and Technical
Requirements Document (TRD). All responses to this Request for Proposal
shall be in writing along with a version on electronic media (CD-ROM).
Include federal Tax Identification number on your offer. Warranties
for items ordered under CLIN 0001 and CLIN 0002AB will be for a minimum
of one year. Financing for CLIN 0001 will be as follows: 15% at time of
order, 35% at the time that all items on the order are ready to be
shipped, and 50% upon acceptance of all items on the order. All other
CLINs will be paid upon completion. (xiv.) DO-A7. (xv.) See Numbered
